Learning and Development CPS Training Dev Spec V

 

Brief Job Description:

Under the general guidance of the CPI/CPS Training Development Manager of the Learning and Development (L&D) division, the L&D Training Development Specialist V, performs highly advanced and/or managerial (senior/supervisory-level) training work. Work involves planning, designing, organizing, conducting, and evaluating educational training programs for agency staff; analyzing training needs; project planning; developing and preparing training materials, including tools/technology resources for courses that may be three days or longer; coordinating and/or conducting training sessions; and promoting the use of training services, methods, and techniques. Educational training materials prepared is primarily for Child Protective Services and Child Protective Investigations but may also be applicable for other major programs within DFPS (Adult Protective Services, Child Care Investigations, and Statewide Intake). Likewise, training is primarily delivered to Child Protective Services and Child Protective Investigations staff but may be delivered to other program area caseworkers or supervisors. Work involves using the ADDIE curriculum development process under fairly short timelines, while working with subject matter experts (SMEs). Develops curriculum to be used in the classroom, the Learning Management System, and in blended learning situations. May plan, assign, and/or supervise the work of others. Works with stakeholders to identify performance outcomes, existing staff competencies, available resources, goals and objectives for training requirements. Participates in workgroups and meetings. Maintains professional, cooperative and problem-solving attitude in workgroups and meetings. Completes special projects and develops ad hoc reports upon request of division director or division administrator. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.  
 
Essential Job Functions:    

Plans and develops training and educational program services and activities by designing, developing or revising curricula and course outlines. Designs and prepares curricula and course outlines, and selects or develops instructional methods, training aids, manuals, and other materials. Facilitates workshops, meetings and training using effective classroom management techniques. Researches, designs, develops, conducts, evaluates and review eLearning trainings using effective web-based techniques. Researches, designs, develops, conducts, evaluates and reviews instructor-led training programs and materials and recommends modifications as appropriate. Formulates learning objectives, and plans, designs, and develops methods for the assessment and evaluation of the effectiveness of training. Stays abreast of current agency practices, assesses and analyzes immediate and emerging training needs of DFPS staff, and provides technical expertise and consultation as needed, including identifying short term and long-range training goals. Formulates policies and procedures for training programs. Compiles and evaluates data and prepares and/or reviews reports for approval including data and evaluations to assess training programs. Advises staff in resolving training problems, ensures the effective use of modern training methods and techniques, and promotes the use of training services. May evaluate, recommend, or plan supplemental training programs with private employers and state or federal agencies. May plan, assign, and/or supervise the work of others. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.  
  
Knowledge Skills Abilities:    

Knowledge of training procedures and adult learning techniques, educational principles, instructional design, group dynamics, and classroom management. Knowledge of DFPS programs and services (or related field) and the ability to apply knowledge to training development. Experience using a learning management system, preferably Moodle. Knowledge of how information technology software and products impact course development. Knowledge and demonstration of skill in applying training and adult education principles, practices, and techniques to both a classroom and blended learning environment. Knowledge and demonstration of ability to apply instructional design and curriculum development principles, to create and evaluate training programs. Knowledge of and demonstrate ability to facilitate using group process, group dynamics, and interpersonal skills. Demonstrate skill in instructing others. Demonstrate ability to communicate effectively; orally and in writing. Demonstrate ability to manage a project team in design, development, and deployment of training products. Demonstrate ability to assess training needs. Skill in working collaboratively and cooperatively with diverse groups Ability to prioritize time and work on multiple projects with multiple deadlines.

Initial Screening Criteria:    

Experience in writing, formatting, and editing large documents using Microsoft tools. Effective written communication skills. Experience presenting to an audience and providing instruction. Experience delivering distance learning or classroom training. Experience in curriculum development with familiarity with commonly used instructional design technology, learning management platforms, and video software. Experience in supervision within CPS or CPI program preferred. Clear, well-written and well-organized application. Graduation from accredited four-year college or university. A minimum of 4 years’ experience in CPS/CPI Program.
