Job Description

The Manager V performs advanced (senior-level) managerial work administering the daily operations and activities of the Statewide Intake (SWI) Screening Program. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Consults with the Director II, regional and state office management, regional case workers, and external public and private stakeholders to provide details of complex reports.

This position oversees multiple Child Protective and Residential Investigation screening units with each unit consisting of 8-10 screeners. Manages day-to-day activities of multiple screening units including time/leave approval, managing overtime, creating work schedules, ensuring fair and accurate daily case assignments. Manages staff development plans and activities. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Develops and implements techniques for evaluating screener efficiency and productivity. Evaluates budget requests, monitors budget expenditures, and adjusts as necessary. Provides input in the development of new policies and procedures, and monitors compliance with policies and procedures. Provides technical expertise and guidance regarding questions related to the SWI Screening Program. Identifies areas of needed change and makes recommendations to improve operations. Prepares management and productivity reports. Oversee special projects and the implementation of special initiatives. Performs other duties and related work as assigned.

Essential Job Functions (EJF)

• Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

• Plans and manages program operations to achieve project goals and objectives for case screening by monitoring caseloads, consulting with staff on case issues, approving leave, and holding program meetings. (25%)

• Selects, manages, and develops staff through case reviews with staff, review of performance data, conferences, training, and performance appraisal. (25%)

• Assists in developing program policy and ensuring program compliance with policy and procedure. (15%)

• Interprets program policy and procedures to program staff, other agency staff, parents, children, youth, caregivers, the courts, CASA, other stakeholders, and the general public. (10%)

• Evaluates program performance through case readings, computer reports, and observation of program operations to ensure program compliance with policy and procedure. (10%)

• Develops and maintains effective working relationships with other agency staff and other community resources. (5%)

• Performs other duties as assigned and required to maintain program operations. (5%)

KNOWLEDGE, SKILLS, AND ABILITIES 

Knowledge of the Texas Family Code (TFC) as related to child abuse/neglect
• Knowledge of state and federal laws and regulations related to the RCI Investigations and CPI INV/AR  program
• Strong verbal and written communication skills
• Skill at establishing and maintaining productive working relationships both internally and externally
• Ability to operate a personal computer and use various software packages
• Ability to prepare clear and concise reports.
• Ability to gather, assemble, correlate and analyze facts
• Ability to prioritize and manage multiple responsibilities
• Ability to understand new information effectively and quickly

Initial Screening Criteria

  • A bachelor’s degree from an accredited college or university
  • At least five years of investigation experience in CPI INV/AR or five years of screening
  • At least three years as a Supervisor II or above in Child Protective Investigations/AR or SWI screening
  • Currently employed as a Supervisor II or above in Child Protective Investigations/AR or SWI screening
