Job Description:
The DFPS Senior Financial Analyst (Financial Analyst IV) position is a high-impact, challenging role with a high-level view of the agency. Primary duties include DFPS budget and fiscal policy analysis; financial and technical support for agency-wide projects and reporting; and acting as a liaison between agencies or executives. These duties are performed under minimal supervision; the analyst uses discretion and independent judgment to evaluate all available options to resolve policy and/or funding issues. Develops briefing documents, issue papers and memorandum for executive management review and decision-making. Reviews, analyzes, and responds to legislative information requests ensuring coordination with appropriate staff and providing assistance to the agency in their responses. Serves on interagency and/or intra-agency workgroups to coordinate and develop DFPS budget and policy initiatives. Performs other duties as assigned and required.
Essential Job Functions (EJFs):
- Analyze and interpret technical questions of financial and regulatory compliance with state and federal policy and appropriations. Creates business and policy documentation related to compliance with established procedures, requirements, laws, and regulations; data standards; and other business processes.
- Coordinates the development, analysis, and review of data related to financial issues, high-profile DFPS programs and initiatives. Provides direction and guidance and develops briefing documents, issues papers and memoranda for executive management review and decision-making.
- Acts as a financial advisor for the CFO Division at business meetings, inter-agency workgroups and other events as necessary for state financial issues. Serves as liaison with other state agencies including the Health and Human Services Commission and the Department of State Health Services and with DFPS Program/Executive staff to analyze and synthesize programmatic and financial data and objectives into recommendations for agency leadership related to complex financial and budgetary issues.
- Acts as project leader in development of on-going and special projects related to DFPS financial issues and participates in budget projects.
- Updates and maintains data related to agency financial health, industry trends/standard, state and federal regulations, local government, and non-profit organizations to ensure the most current and accurate information is available for use.
- Develops and implements effective techniques for evaluating validity of financial data, reports, programs.
- Assists in the development and implementation of internal Budget policies and procedures.
- Performs and validates financial analyses and scenario-based risk simulations utilizing financial modeling tools and software to ensure accuracy in projections, evaluate alternative strategies, and strengthen fiscal oversight.
- Prepares and delivers presentations to internal and external audiences.
Knowledge, Skills, and Abilities (KSAs):
- Knowledge and understanding of budgetary processes and procedures, particularly the appropriations process.
- Knowledge of and ability to interpret state and federal laws and regulations relevant to DFPS program areas.
- Knowledge of the practices of budgetary process and fiscal management.
- Skill in analyzing legislation and general understanding of legislative process.
- Ability to review and interpret financial information of complex programs for accuracy, completeness, and relevance and to make recommendations based on the analysis.
- Ability to interact in a professional manner with agency employees and non-employees and establish effective working relationships with people at various levels of expertise to complete goals and objectives.
- Ability to function under time and scope pressures and to manage multiple and competing priorities.
- Ability to direct and organize projects with minimal supervision.
- Ability to convene groups and direct staff.
- Skill in communicating effectively both orally and in writing.
- Skill in composing and drafting executive level briefing documents.
- Skill in developing, implementing, and monitoring financial and budget policies across various DFPS programs.

Initial Selection Criteria:
Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, or other related fields. Related work experience may substitute for the required education on a year-for-year basis with a maximum substitution of four years.
Experience with executing high-level complex coordination, and oral/written communications.
Experience communicating with legislative members, staff, state, and local representatives.
State and local government accounting and finance-related experience is preferred.
