Brief Job Description:

The Seat Management Specialist - Fleet Manager III is selected by, and responsible to, the ITS Seat Management, Logistics, and Mobile Services Manager. Performs advanced (senior level) computer fleet and seat management operations work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The Seat Management Specialist develops computer fleet lease agreements, providing input to management on performance management functions of the computer fleet, and developing and implementing fleet operations policies and procedures. The Seat Management Specialist will also back up the others in the team and their duties in managing the DFPS fleet of computers.  The Seat Management Specialist adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned.

Essential Job Functions (EJFs):

• Develops computer fleet lease agreements and schedules.

• Provides input to management on performance management functions of the computer fleet.

• Develops and implements computer fleet operations policies and procedures.

• Creates and maintains and analyzes monthly, quarterly, and annual reports of computer fleet operations.

• Researches and responds to inquiries regarding computer fleet discrepancies for missing, lost, and stolen equipment.

• Administers the daily operations of Seat Management, including ordering activities and allocating computers, accessories, and other resources to ensure that duties are carried out in accordance with applicable regulations, policies, and procedures.

• Coordinates special projects and computer refreshes to ensure that project goals and objectives are met.

• Administers the acquisition of accessories, maintenance, equipment, and other goods and services per policies and procedures.

• Monitoring and reporting on spare pool budget accounts.

• Research and respond to customer requests and complaints.

• Performs other duties as assigned to maintain unit operational needs.

• Prepares and monitors operating budgets for the leased computer fleet.

• Attends work regularly in accordance with agency leave policy.

• Adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned.

Knowledge, Skills and Abilities (KSAs):

Knowledge of: General practices, principles, and techniques of computer operation.

Skill in:

• Skill in evaluating new equipment, goods, and service performance; in monitoring and evaluating team expenditures; and in anticipating and adjusting for problems.

• Skill in establishing and maintaining effective working relationships.

• Skill in effective verbal and written communications of technical information to technical and non-technical staff.

Ability to:

• Ability to create and work with complex MS Excel spreadsheets and reports.

• Ability to negotiate, develop, and prepare computer fleet lease agreements and schedules; to communicate effectively; and to supervise the work of others.

• Ability to interact with all levels of staff.

• Ability to work independently in a fast-paced environment.

• Ability to prioritize and manage heavy workloads.

• Ability to take initiative.

• Ability to work evenings, weekends, either pre-planned or on-call.

• Ability to travel up to 10%.

Initial Screening Criteria:

Experience in computer fleet operations, seat management, procurement, budgeting or coordinating projects. Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Education and work experience can be substituted for one another. Must be able to travel 10% of time with minimal advance notice.
