Job Description: DAPR Systems Analyst III - V:

Data and Performance Reporting (DAPR) works to build a preeminent system for reporting on the protection of children and vulnerable adults from abuse, neglect and exploitations by partnering with DFPS leadership to provide data to inform decision-making at the highest levels of the agency as well as for our community partners, legislative oversight entities, and the general public.

DAPR is a division within the Office of Data and Systems Improvement (ODSI) at the Department of Family and Protective Services (DFPS) DAPR is responsible for provision of agency statistical data including Legislative Budget Board performance measures, operating budget, legislative appropriation request, agency Online Data Book, various routine and ad hoc management reports, data requested by the legislature and other public officials, and data reported to the federal government. The division also provides data requested by the media and public via the Public Information Act (open records) as well as data related to both state and internal audits, grants, studies, and data sharing projects with other public interests. The division is responsible for conducting quality assurance review of any data to be released outside the agency to ensure validity and consistency of reported data. The division also is responsible for development of data warehouse online reports and the supporting specialized tables and/or elements.

This position will act as a DAPR systems analyst in the unit responsible for state and federal reporting. This unit also reports on residential childcare providers contract performance measures for both legacy and Community Based Care (CBC) contracts along with other purchased client services. And reports for financial, human resources, Prevention and Early Intervention (PEI), and many other agency needs. This position may be filled as a Systems Analyst III, IV, or V. Salary range is between $4,019.06 and $8,060 depending on the level at which the position is filled an in accordance with agency policies.

 

 

Essential Job Functions:

We need someone who can engage a variety of people across the agency, building strong relationships and support for the work of our division.

 

 

Serves as a subject matter expert on databases, DFPS data warehouse and management reporting reports, functions, policies, and procedures. Makes recommendations on ODSI and data warehouse policy changes that may require corresponding functional changes or reporting changes in data reporting systems. Serves as liaison between technical staff, vendors, contractors, and agency program staff regarding issues concerning data warehouse and management reporting systems and functions. Assists Department Leadership in trouble-shooting and problem-solving activities with these parties to resolve reporting issues. Organizes and conducts internal and external meetings or workgroups for ongoing analysis and evaluation of projects.

 

Provides data, reporting, and technical support subject matter expertise to agency staff and management and external entities regarding agency data warehouse and reporting systems, functions, and processes. Directs the analysis of customer requirements in developing ad-hoc / custom data extracts, review results, and managers the preparation of data in a clear and concise format. Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationship within data.

 

The specific job functions include:

• Designing, validating, and implementing report methodologies for multiple areas of specialization while documenting processes and procedures for technical and non-technical users.

• Developing programming code and report design to ensure user requests are properly translated into useful reports.

• Participating in data system design meetings for new agency initiatives to provide strategic guidance and ensure the agency’s ability to report relevant data.

• Interacting routinely with agency program staff, division managers, regional staff, and other analysts to provide strategic guidance on requirements are met and work products are appropriately reviewed and validated.

• Performing quality assurance tasks to ensure accuracy of reports created by colleagues within the division for distribution to the agency or the public.

• Eventually serving as a lead analyst on assigned projects of any level of complexity and acting as mentor and on-the-job trainer for new and junior analysts when capable.

Knowledge Skills Abilities:         

• Understanding of and demonstrated skill in relational databases, data processing practices and theory.

• Ability to analyze, consolidate, and interpret complex data, procedures, and systems; and to write or revise program code as required.

• Comprehension of data solutions, reporting methodologies, math, and statistical report design.

• An ability to creatively solve complex data problems, apply new technology, and perform detailed work accurately under stressful conditions while managing multiple projects and tight deadlines.

• Technical Skills - in using SQL code, Excel, and the willingness to learn selected software as required by the division possibly including Tableau, Python, R, and more.

• Communication Skills – the ability to present information to a variety of audiences verbally and in writing and to communicate clearly, concisely, and effectively.

• Ability to work the hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. 

 

Initial Screening Criteria:           

• Experience in writing SQL code.

• Experience in using Excel (power users are welcome).

• Experience in data extraction and report layout and design.

• DFPS experience preferred. 

 

Additional Information:

Work outside of regular hours, including occasional weekends, may be required on rare occasions. Occasional overnight travel to other work locations may be required.
