Brief Job Description:
Performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department involving establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
The Department of Family and Protective Services (DFPS) Division Administrator (DA/Manager IV) for Child Protection Investigations (CPI) Reason to Believe Case (RTB) Review Team reports to the CPI Deputy Director, Director of Child Protective Investigations & Alternative Response and works closely with the State Office and Regional Leadership staff to provide statewide consistency in Reason To Believe Dispositions for the Child Protective Investigations (CPI) Division.
Essential Job Functions (EJFs):
Manages day-to-day activities within a business function(s), division(s), or department(s).
•Administers the daily operations and activities to provide Statewide Consistency in Reason To Believe Dispositions for the Child Protective Investigations (CPI) Division.
•Directs the daily operations and activities of RTB Case Read staff, including assigning work, setting performance expectations, and providing guidance on case review processes.
•Supervises staff who perform reviews and evaluations of cases involving high risk to the health or safety of a child, including child fatalities and near-fatalities, and other cases requiring advanced review.
•Identifies and evaluates CPI RTB Case Reads operations, practice improvement, program trends and issues within regions, and manages the development and implementation of corrective measures.
•Hires, trains, and develops employees, using performance management strategies to foster productivity and professional growth.
•Supports the division and agency with additional duties and responsibilities as needed to advance organizational goals.
Manages staff development plans and activities.
•Hires, manages, and develops RTB division staff, providing clear direction, staff development, and performance expectations.
•Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations.
•Manages employee time and leave responsibilities and carries out other related human resources activities with program staff.
•Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
•Establishes the design and implementation of workflow and productivity measures to meet organizational needs and program requirements.
•Confers with RTB Review Team leadership to set division goals and objectives aligned with agency mission and strategic priorities.
•Develops work plans, schedules, and standards for timely and accurate completion of case reads, ensuring consistency and compliance with federal and state requirements.
•Utilizes feedback from regional and program staff to set priorities and define evaluation criteria for assessing the effectiveness of case read processes.
•Monitors performance metrics, trends, and outcomes to inform continuous improvement of RTB Review Team operations.
Develops and implements techniques for evaluating business function(s), division(s), or department(s) activities.
•Designs and implements evaluation tools, guides, and processes to assess the accuracy and quality of case reviews and related documentation.
•Conducts analyses of program operations, identifies areas for improvement, and recommends corrective actions or enhancements to case read procedures.
•Reviews performance data to evaluate the effectiveness of RTB processes and recommends changes to improve program outcomes.
•Directs the development and deployment of analyses, audits and other program studies designed to evaluate the effectiveness of program policies, processes and client service activities in the regions through RTB case reads.
•Develops process improvement techniques to identify and implement new RTB case read strategies, activities and process improvements.
Evaluates budget requests, monitors budget expenditures, and adjusts as necessary.
•Monitors expenditures related to staffing, travel, and program activities to ensure alignment with approved budgets.
•With Budget and Leaderships' support, adjusts financial plans, expenditure determinations, and reallocates resources coordinated with RTB needs to address emerging priorities or unanticipated needs.
Provides input in the development of new policies and procedures, and monitors compliance with policies and procedures.
•Develops, implements, and evaluates compliance to RTB division policies and procedures consistent with agency standards and applicable laws.
•Provides technical assistance and guidance to regional and program staff on policy interpretation, compliance expectations, and best practices in case review activities.
Provides technical expertise and guidance regarding questions related to the business function, division, or department.
•Serves as the subject matter expert on RTB case read practices, policy compliance, and program requirements.
•Provides consultation and training to RTB staff, regional leadership, and stakeholders on case review standards and procedures.
Identifies areas of needed change and makes recommendations to improve operations.
•Identifies areas for improvement based on RTB case reads in program policies and performance, researches and recommends innovative techniques and solutions to achieve efficiencies and consistency throughout regional areas, and monitors progress and develops reports of project status.
•Analyzes case read data, compliance trends, and stakeholder feedback to identify systemic issues and areas for improvement.
•Develops and implements improvement plans and innovative strategies to enhance the efficiency and effectiveness of RTB case review processes.
•Provides recommendations to executive leadership to address gaps in policy or practice impacting child safety or program quality.
Prepares management and productivity reports.
•Reviews and approves reports summarizing findings from case reads, including recommendations for policy or practice changes.
•Oversees the preparation of monthly and quarterly performance reports detailing division activities, outcomes, and trends.
Provides professional oversight and guidance to other occupations or support staff, including management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.
•Provides leadership through guidance, presentations, and development of informational materials to promote a clear understanding of RTB standards, procedures, processes and expectations. This includes delivering training sessions, facilitating discussions to address questions and concerns, and creating accessible reference tools for staff and stakeholders. Oversees and monitors activities to ensure adherence to regulatory standards by establishing compliance protocols, conducting regular reviews, and providing corrective feedback, thereby fostering a culture of accountability and continuous improvement.
Review and approve documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
•Oversees the review and approval of RTB reports and documentation – including presentations, memos, policies and procedures – prepared by staff to ensure alignment with agency and program protocols. Responsibilities include verifying clarity, accuracy, impartiality, and professionalism; providing feedback and guidance to staff on revisions; ensuring consistency with regulatory and organisational standards; and maintaining high-quality documentation that supports informed decision-making and program accountability.
Plan and develop a budget for a business function, division, or department.
•Develops and plans RTB budget, budget requests and evaluates resource needs to support RTB Case Read division operations, training, and special projects.
Confer with executive management to develop strategic plans and long- and short-term goals for the department.
•Provides oversight, guidance, and monitoring to ensure continuous program process improvements, development and implementation of long- and short-term program goals, guidelines, policies and procedures, and ensures compliance with applicable state and federal laws, rules, regulations, guidelines and policies.
•Collaborates with executive management to establish strategic initiatives that enhance the quality, consistency, and impact of RTB case review activities.
•Provides consultation and subject matter expertise regarding program policies, legislation, and best practices affecting case review operations.
•Participates in workgroups, committees, and strategic planning sessions to develop agency-wide improvements in child safety and quality assurance practices ensuring departmental goals are achieved.
Manage the preparation, development, review, revision, and implementation of legislation.
•Manages and develops quality assurance program objectives and ensures a compliance with federal, state and local legislatively mandated standards and meet program, district and agency goals and objectives.
•Coordinates and manages the review and integration of new legislation, rules, and policy changes into RTB operations.
Oversee the implementation of changes resulting from new legislation.
•Leads the development and integration of procedures, tools, and training materials to implement legislative changes impacting case review activities.
•Provides guidance and oversight to ensure compliance with new statutory requirements.
Oversee special investigations, program analyses, research studies, and internal audits.
•Coordinates and directs special projects, studies, and analyses to evaluate the effectiveness of RTB case read programs and identify opportunities for innovation.
•Manages and coordinates the completion of special investigations, specialized research projects, reports and issues papers regarding the implementation of legislative mandates affecting CPI.
•Facilitates the development and completion of studies, analyses, research, assessments and evaluations of investigations program strategies, policies and procedures, and other investigations program initiatives and activities, and develops written findings and recommendations.

Ability to maintain the security and integrity of the infrastructure per Governor Abbot Executive Order GA-48.
Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.

Initial Screening Criteria:
- Four-year degree in a relevant field of study from an accredited university. Masters degree is preferred.
- Minimum 5 years manager experience in social services.
- Minimum 5 years DFPS experience.
- Minimum 3 years Child Protective Investigations experience.
