Brief Job Description:
The role of the Records Management Group (RMG) Senior Advisor encompasses a broad and complex set of responsibilities centered on the planning, coordination, and oversight of projects that span multiple functional areas and stakeholders. This position will serve in the role of legislative coordinator for RMG and be responsible for the planning, coordination, and oversight of projects that span multiple functional areas and stakeholders. This position may represent RMG at meetings with DFPS executive leadership.
The RMG Senior Advisor assigns and coordinates the work of others, manages risks and changes to project scope, and ensures that deliverables meet organizational objectives and contractual requirements. As such, the role requires a high degree of independent judgment, strategic planning, and decision-making authority, as well as the ability to manage complex, interdependent activities across diverse groups and competing priorities. The RMG Senior Advisor position my supervise others.
In addition to Records Management Group specific initiatives, this position will assist with the Texas Department of Family and Protective Services (DFPS)’s multi-phase initiative to modernize its case management system to better support the agency’s mission and operational needs.
This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required, particularly during legislative session. Travel for in-person meetings within the state of Texas may be required.

Essential Job Functions:
Essential duties and responsibilities include, but are not limited to:
Initiate multi-agency or enterprise-level projects, obtain authorization and commitment, and demonstrate business need and project feasibility.
- Evaluates and initiates department, division, and agency-wide project deliverables, assignments, and program support initiatives through coordination with Executive level staff and Directors, multi-agency staff, and stakeholders.
- Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors to support records management initiatives.
Develop and implement plans to communicate project methodology and processes to interested groups and team members.
- Develops, facilitates, participates, and makes presentations in department, division, agency, and multiple agency meetings to communicate project methodology, processes and expectations.
- Oversees and is responsible for final reporting requirements for related projects while developing and implementing communication plans to effectively convey project expectations to interested groups and team members across departments and agencies.
Create documentation procedures to capture and manage changes in original project plan.
- Identifies evolving operational needs based on legislation, best practices, performance needs to maintain, produce, and continually improve sound program policies and procedures that support effective records management and organizational compliance.
Analyzes trends in records production activity and works with the RMG directors, managers, and customers, to produce written procedures that foster operational efficiency, regulatory compliance, and high levels of customer service across departments and agencies.
Oversee multiple projects concurrently.
- Provides leadership and expertise which includes but is not limited to the full spectrum of industry-accepted principles of project management including initiation, planning, execution, quality control, and closing assigned projects.
- Develops project schedules, work plans, resources requirements, cost estimates, projections and resource requirements to ensure alignment with organizational priorities, available funding, and records management objectives.
- Monitors and adjusts schedules and targets on projects as needs or financing changes, while communicating impacts to stakeholders and leadership.
- Oversees tracking, reporting, and analysis of required performance targets across multiple projects, ensuring accurate measurement of outcomes, early identification of risks or variances, and timely corrective actions to support successful project delivery and accountability.
Testify before legislative and interested groups on project status and other issues of public interest.
- Advises leadership on the impact of legislation, tracks, and advocates for division resource needs to support compliance, implementation, and sustainability.
- Prepares, reviews, and presents executive level reports and reference materials necessary to support public testimony, legislative briefings, hearings, and stakeholder inquiries regarding project status, fiscal impacts, and implementation readiness.
- Serves as a legislative liaison at the division level coordinating legislative responsibilities within RMG and other divisions to include but not limited to: development of exceptional items, assigning bills for analysis, setting expectations and timeframes, developing cost estimate criteria and processes, implementation planning, coordination, and tracking.

Registrations, Licensure Requirements, or Certifications:
- No licensure, certification, or registration is required for this position.
Initial Screening Criteria:
- Bachelor’s degree from an accredited college or university. Equivalent professional experience may be substituted for formal education on a year‑for‑year basis.
- In addition to the education requirement above, a minimum of five (5) years of professional experience in records management, project management, or a related field is required.
- Minimum of one (1) year experience with the Texas Department of Family and Protective Services. DFPS Records Management group experience is preferred, but not required.
- Experience with collaborating across programs and divisions.
- Relevant work experience supporting legislative session initiatives.
Preferred Experience:
- Experience overseeing multiple projects
- Experience with DFPS Records Management Group
- Experience with bill analysis and legislative session implementation projects
Additional Information:
- This position may be eligible for telework. Periodic in-office days will be required as needed for staff meetings or to fulfill job responsibilities.
- This position will be required to travel for trainings and all-staff meetings. Additional travel may be required for special projects as RMG supports agency staff across the state of Texas.
- Preferred location is Austin.
