Brief Job Description:

This position performs highly advanced (senior-level) quality assurance work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The Quality Assurance IV reads, analyzes, and scores Adult Protective Services (APS) case documentation to assess compliance with program policy and procedures. Provides analysis, training, and feedback to field staff regarding case reading methods, standards, and performance management. Organizes and participates in case reading and data analysis sessions throughout the state. Assists in the development, refinement, and modification of case reading standards. Consults with program staff regarding the development of policy and procedures. Collects other qualitative and quantitative program evaluation data. Performs complex analysis of data using spreadsheet, database, or other software. Interacts routinely with field and state office APS staff, other state agencies, external stakeholder groups, and various other organizations.

Essential Job Functions (EJFs):

  • Oversees, plans and administers APS quality assurance programs and activities. Completes assigned reading and scoring each month. Evaluates program compliance and procedures and interprets historical, current, and projected data to identify adverse trends or problems for which procedural or system changes are needed. Designs, test, and executes targeted quality assurance/performance management reviews at the request of district, executive, or legislative staff.
  • Monitors APS casework for compliance with federal and state program standards through case reading and analysis. Analyzes, interprets, and reports data to all levels of APS management and participates in corrective action planning. Tests new operations and systems being implemented in performance management and in other areas of the APS program. Conducts direct observations and reviews of cases, analyzes documented quality control errors and management evaluation review findings.
  • Identifies, evaluates, and reports trends and makes recommendations to resolve problems regarding the methods of quality assurance operations or procedures. Serves as a resource for staff development through Program Development meetings and other training activities. Assists in developing and refining performance measures, preparing quality assurance reports, and formulating, writing and providing corrective action recommendations based on research findings. Identifies trends, gaps in APS policies, processes and knowledge, and proposes recommended solutions and training.  
  • Serves as a Subject Matter Expert in evaluating program compliance and procedures. Provides technical guidance, consultation, and expert advice to APS program staff, agency staff, and external organizations to improve APS program performance.
  • Prepares comprehensive reports regarding APS program performance and remains professional in all interactions. Provides feedback regarding case quality through comments in case reading, email discussions, and any other interactions with the field and/or other state office staff in a manner most productive for understanding. Interacts routinely with district and state office APS staff, other state agencies, external stakeholder groups, and various other organizations. Is available to district staff for support in understanding Quality Assurance Standards, applicable policies and Performance Management. Provides support to State Office operations by fielding calls from the public routed for assistance (Duty Worker), therefore acting as a representative of APS.
  • Develops and conducts training regarding program policy, procedures, and best practice. Provides training and feedback to district level supervisors/managers regarding case reading methods, standards and worker performance. Acts as supervisor, responding to requests and questions and making assignments as needed, when the supervisor is unavailable.
  • Remains accountable for the successful completion of all required agency trainings. Successfully completes all required agency training outlined in policy and maintains current knowledge and professional development in support of the DFPS mission.
  • Performs other duties as assigned in support of APS State Office. Readily accepts additional duties to support state office and enhance agency goals.

Initial Screening Criteria:

Graduation from an accredited four-year college or university. Five years full-time consultative, supervisory, managerial, social service, professional experience in DFPS. Knowledge of state laws, regulations, and policy related to Adult Protective Services.  

Current employment at Texas Adult Protective Services is required.
