Brief Job Description:

Performs highly complex (senior level) managerial work administering the daily operations and activities of the L&D Training Manager teams. Work requires establishing goals, objectives, policies, procedures, standards and evaluation of the delivery organization. Direct coordination and collaboration with State Office Management to develop requests for Program Training Delivery. Work requires the project management of each training request. Work includes managing the delivery managers and creating the implementation, and evaluation of Training Plans by working with the development team from beginning to end. Works with state and regional leadership to establish and achieve training goals and objectives. Works with the Training Managers to deploy all new, ad hoc, and new hire training statewide. Develops training policies, guidelines and procedures to meet the needs of the delivery team and client. Plans, designs, organizes, schedules, conducts, and evaluates training programs; analyzes training needs; evaluates the delivery of teaching methods and training materials; collects and reports training data; evaluates data to inform training delivery decisions, coordinates and/or conducts training sessions and promotes the use of training services, methods, and techniques. Plans, assigns, schedules, and supervises the work of others, including hiring, and dismissal decisions. Provides leadership in strategic planning and is responsible for training delivery and supervision of training delivery managers and overseeing the training delivery operations, manages work plans and budgets. Other duties as assigned. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Manages day-to-day activities of staff in a business function(s), division(s), or department(s). • Plans and directs training and education programs, services and activities. • Manage plans with stakeholders to ensure the training objectives for Training are met by participating and providing insight in state training council meetings. • Directs training delivery by overseeing L&D Delivery Managers over the classroom delivery and mentoring program. • Directs activities by monitoring feedback in the learning management system, review of the evaluation reports and analyzing the performance and observing the delivery of training. • Manages the delivery of material according to the Langevin National Standards. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. • Plans, develops, reviews, revises, and implements training programs, policies and procedures related to training programs and ongoing delivery programs by analyzing evaluation reports and providing feedback to the L&D Training Division Administrator and stakeholders. • Advises on delivery methods including asynchronous, synchronous online, blended and classroom methods. • Schedules training delivery ensuring program needs are met and delivery staff workload capacity. Confers with executive management to develop strategic plans and long- and short-term goals for the department. • Participates in L&D management strategic planning • Represents L&D on agency and enterprise committees and workgroups. Develops and implements techniques for evaluating business function, division, or department activities. • Manages the delivery of training by working with the Development Manager/Project Team to ensure the use of teaching methods and outlines by reviewing training materials (training aids and text materials) to ensure the national training standard (ADDIE) is followed. • Designs, develops and/or implements methods for the assessment and evaluation of the effectiveness of training, including attainment of learning objectives by reviewing the design cycle during the creation of a course Develops and evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary. • Manages and monitors training materials, supplies and travel expenses. Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures. • Plans, develops, reviews, revises, and implements training programs, policies and procedures related to training programs and ongoing delivery programs by analyzing evaluation reports and providing feedback to the L&D Training Division Administrator and stakeholders. May oversee the implementation of changes resulting from new legislation. • Works with programs to plan and implement the delivery of leg mandated trainings • Oversees and monitors the delivery of legislatively mandated trainings May oversee special investigations, program analyses, research studies, and internal audits. • Gathers training related information, conducts research, analyzes training data, implements improvement plans and monitors effectiveness. Supervises the work of others. • Works with Development Managers on all training projects to support delivery and implementation and evaluation of training products. • Hires, manages and develops development staff, and implements appropriate personnel actions to foster a fair, honest and equitable work environment. • Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans and conducts performance evaluations at least annually. • Oversees the development and advancement of staff through training and effective use of employee development plans. Disseminates information and management decisions to staff regarding relevant departmental activities. • Manages workflow to ensure timeliness, quality and consistency of training programs, which includes advising staff in resolving training problems Performs other duties as assigned.

Initial Screening Criteria:

Experience in the supervision or management of a business function, division, or department in DFPS. Clear, well-written/well-organized application. Experience in CPS, CPI, or CCI programs. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
