Brief Job Description:

Performs complex (journey-level) managerial work administering the daily operations and activities for the Office of Background and Search Services (OBSS) Division, which includes the Office of Interagency Coordination for Reportable Conduct (OICRC), Background Checks (BC) and Family Inquiry Network/Database Research System (FINDRS) programs. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position is an in-office position with the potential for some telework as allowed by policy.

 

Essential Job Functions:

Manages day-to-day activities of staff within a business function, division, or department.

  •   Oversees and monitors daily operations of the OBSS functions and ensures compliance with state and federal laws and regulations and all applicable DFPS policies and procedures.
  •   Provides oversight regarding the development of solutions to issues with procedures or applications of policy and participates in background check and diligent search planning and policy making.
  •   Provides guidance, consultation, and serves as a subject matter expert to the OBSS program, agency leadership, management, staff, stakeholders and external entities regarding background check and diligent search policies and procedures and laws, policies, and procedures. 
  • Administers, researches and develops solutions to complex background check and diligent search related issues related

 

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

  • Establishes and develops OBSS priorities, goals, objectives, guidelines, and rules consistent with the agency’s mission and goals to ensure compliance with background check and diligent search related state and federal laws, regulations, rules, and policies.
  • Oversees and documents processes and procedures for the OBSS to determine effectiveness and ensure compliance with state and federal laws, regulations, rules and polices.

 

Develops and implements techniques for evaluating business function, division, or department activities.

  •   Prepares and develops plans, procedures, and related activities to meet background check and diligent search administrative training needs.
  • Analyzes and develops current practices, identifies and implements areas for improvement, and designs tools, workflows, or training materials to enhance the effectiveness of background check and diligent search policies and procedures within the OBSS.
  •  Conducts and participates in OBSS workgroups, special projects, operational changes and other projects related to background check and diligent search operations to gather feedback, identifying process gaps, and develop effective, data-driven solutions.

 

  • Coordinates, updates, and manages project assignments related to background check and diligent search processes; evaluates data for projects; and provides technical support and guidance for background check and diligent search project development.

 

Develops and evaluates budget requests, monitors budget expenditures, and makes adjustments as necessary.

  • Supports OBSS leadership in monitoring and managing expense tracking.
  • Monitors OBSS expenditures related to background check fees and diligent search software
  • Coordinates with other programs to secure diligent search subscription service software

 

Plans, develops, implements, and evaluates policies and procedures; and monitors compliance with policies and procedures.

  •   Conducts periodic analyses to evaluate the impact within the OBSS of changes to background check and diligent search policies and procedures.
  • Collaborates with OBSS leadership in the development, review, revision and implementation of OBSS policies, procedures, guidelines, handbooks, and forms to ensure program compliance.
  • Advises, monitors, and ensures OBSS compliance with all applicable state and federal laws, regulations and guidelines.
  • Provides guidance and consultation regarding the implementation of background check and diligent search related policies and process improvements.
  • Evaluates OBSS workload and reports to ensure compliance with all background check and diligent search policies and procedures.

 

Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

  •   Manages, reviews, and coordinates the development and preparation of background check and diligent search  related written business communications in coordination with the OBSS leadership related for internal publication, broadcast or dissemination internally or externally.
  •  Manages the preparation, collection and review of information regarding knowledge and informational gaps pertaining to OBSS operational policies and processes, and develops communications to address issues, including broadcasts, newsletter items, agency website and payroll/personnel system portal notices, and other forums to communicate information.
  •   Examines prepares, and authorizes reports, analyses, and summaries of background check and diligent search related data, and performs special assignments as required for the OBSS.
  •   Advises OBSS on preparing, designing, and drafting a variety of informational materials and correspondence including presentations, research, technical documents, broadcast, newsletters, communications, and written summaries using a variety of office software programs. 
  • Develops and distributes authorized training materials for divisional/regional needs which includes the proper identification and administration of background check and diligent search policies in accordance with federal, state, and agency policies and procedures.
  • Develops, researches, and prepares reports, analyses and summaries of OBSS data, and performs special assignments as required. Identifies areas for change and makes recommendations to improve policies, procedures, and background check and diligent search operations
  • Coordinates project assignments related to background check and diligent search operations and administrative functions; evaluates data for projects and provides technical support and guidance for project development.

  • Participates in DFPS agency initiatives, workgroups, projects, organizational changes, and other projects related to background check and diligent search management and makes recommendations to improve background check and diligent search operations.
  • Assists with the collection and review of information regarding knowledge and informational gaps pertaining to background check and diligent search policies and processes and makes recommendations for program improvements.
  • Recommends communications to address issues, such as broadcasts, newsletter items, DFPS agency website and background check system portal notices, and other forums to communicate improvement information.
  •   Identifies current or anticipated OBSS administrative needs and background check and diligent search operational issues and concerns, and develops recommendations and solutions.
  •   Researches, analyzes, and identifies areas for change and makes recommendations to improve background check and diligent search policies, procedures, and operations.
  •   Researches and evaluates program trends and approaches, and develops written assessments, evaluations and recommendations.

 

Provides technical expertise and guidance regarding questions related to the business function, division, or department.

  • Provides technical assistance to agency management, stakeholders and OBSS staff regarding appropriate background check and diligent search forms, procedures, policies, and best practice.  
  • Provides assistance to OBSS staff, agency employees, and stakeholders to help resolve background check and diligent search technology related issues.
  • Provides guidance and interpretation on background check and diligent search policies to staff, management, and employees.
  •   Communicates technical assistance and guidance to OBSS Director to resolve issues.
  •   Provides consultative and technical assistance to the OBSS on issues, rules and policies relating to HR related policies and procedures.

  •   Oversees background check and diligent search related special investigations, analysis, and research studies conducted by the OBSS, as needed, to ensure compliance with state and federal laws, regulations, rules, policies and procedures.

 

Supervises the work of others.

  • Supervises assigned OBSS staff.
  • Hires, manages, and provides guidance and professional development for OBSS staff.
  •   Provides guidance and oversight regarding background check and diligent search related policies and processes, including federal and state policies and procedures.
  • Provides leadership to OBSS staff using a performance management strategy and development process to provide an overall framework that encourages contribution and includes goal setting and performance development planning.

Initial Selection Criteria:

Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.

Experience in a supervisory or management position within DFPS or HHSC Child Care Regulatory.

Three years' full-time experience working as a program specialist, leading projects where a wide range of demands were involved, work as a policy/data analyst interpreting complex written materials, work analyzing problems with an administrative aspect or providing subject matter guidance, consultation and leadership to program staff with DFPS or HHSC Child Care Regulatory.

Experience with the DFPS Background Check/FINDRS program preferred.
