Brief Job Description:
The Management Consulting Group (MCG) Director II performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Directs program activities and/or business functions within a department or division.
- Directs process and program evaluations through project management and program coordination to improve and enhance agency operations and service delivery consistent with the agency’s strategic plan.
- Collaborates with agency leadership in improving the efficiency, effectiveness, and outcomes of operations and programs to support the agency’s mission by developing agency-wide planning and reporting documents.
- Directs the design, planning and implementation of studies for various programs within the agency.
Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
- Develops and implements techniques for evaluating program activities such as program organizational and research studies, program policies, procedures, and issues, and develops solutions.
- Engages program leadership to identify critical program policy and organizational issues and directs research and analysis of complex program concerns.
- Analyzes information from program areas, division staff and DFPS executive leadership to evaluate services, trends, and issues to develop and implement solutions to complex business problems.
- Utilizes information from program areas, division staff and DFPS executive leadership to assess and identify needs for improvement and determine actions to address issues and barriers as it relates to the agency’s operations and service delivery.
Develops and establishes goals and objectives consistent with the agency’s strategic plan.
- Provides direction, guidance, consultation and leadership for program and executive leadership as a support function agency wide aligning with the agency’s strategic plan.
- Directs the development of the agency strategic plan which impacts the actions programs take to ensure the agency stays focused on its mission.
Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
- Assists in the development, review, and management of the program budget.
- Evaluates the budget to ensure resources are available for training and development, program, and staffing needs.
- Initiates and approves program expenditures.
Develops policies, procedures, and guidelines; and monitors compliance.
- Determines appropriate methods and procedures to incorporate changes into policies and procedures as it relates to the overall agency business process functions.
- Directs work groups to improve program operations and agency operations changes and directs the analysis, development and modification of these policies and procedures, which affect agency wide operating functions significantly.
- Develops policies, procedures, and guidelines for the division to further promote and monitor the effectiveness of agency operations and service delivery.
- Oversees the review and evaluation of the impact of proposed federal and state legislation on agency and division policies and procedures to improve operations and service delivery.
Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
- Plans, develops, and approves schedules, priorities and direct evaluation activities of staff through development of performance plans, review of performance data, consultation, training, and performance appraisals.
- Selects and hires personnel, determines salaries and merits, assigns work, completes performance evaluations, recommends personnel disciplinary actions, and schedules and approves leave.
- Manages and coordinates cross-program, cross-agency, and regional initiatives in order to assist with the preparation of the agency's business plan, strategic plan, and operational plan; tracking and evaluating the implementation of legislative and internal recommendations; and monitoring the impact of implementation.
Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
- Serves as a liaison to other agency functions and projects, including budget, purchasing and human resources.
- Represents the agency at external meetings and workgroups with other state agencies, stakeholders and community and performs other related work as assigned.
Reviews and approves management, productivity, and financial reports and studies.
- Directs, reviews, and approves management and program studies to improve agency efficiencies.
- Reviews and approves process improvement studies to include the development of process maps for agency wide projects.
- Develops, prepares, and distributes memos, emails, reports, presentations and other written communications and review and approve written and oral presentations prepared by staff for agency wide dissemination or broadcast.
- Reviews and approves financial reports and studies to evaluate and implement successful agency operations and service delivery.
Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
- Reviews the results of internal studies to prepare and provide direction and guidance to agency leadership on plans for implementation.
- Identifies barriers and analyzes trends agency wide to provide leadership direction to resolve systemic problems.
- Reviews results of special investigations, internal audits, research studies and reports as it relates to resolving complex business problems to ensure effective operations and service delivery.
- Conducts and provides communications consultation, guidance, planning, coordination, and assistance for agency-wide and program area projects, initiatives, and ongoing activities.
May develop and oversee the implementation of long-range and short-term plans.
- Serves as a knowledgeable resource for agency programs and provides subject matter guidance, consultation, and leadership to program staff by planning, developing, coordinating, and implementing initiatives and strategic projects and policies for both agency wide and program specific projects.
- Serves as a liaison with internal entities and represents the agency with external entities, program stakeholders and agency staff to provide support and guidance and directs the agency strategic planning activities.
- Manages informative and critical projects and assignments as directed by the Deputy Commissioner.
Supervises the work of others.
- Selects, manages, and develops staff through performance reviews, consultation, coaching, training, personnel actions, and leave authorizations.

Knowledge, Skills Abilities:
- Ability to maintain the security and integrity of the infrastructure per Governor Abbot Executive Order GA-48.
- Knowledge of project management theories and practices applicable to projects that are highly complex in scope; and local, state, and federal laws and regulations relevant to the state administration.

Registration, Licensure Requirements or Certifications:
- May require certification as a Project Management Professional. (PMP)
Initial Screening Criteria:
- Graduation from an accredited four-year college or university.
- 2 years of full-time experience in supervisor/leadership role.
- Five years overseeing complex projects.
