GENERAL DESCRIPTION:
Performs highly advanced (senior-level) professional organizational analysis, program oversight, and strategic and business planning work to support the goals and improve operational effectiveness within DFPS Information Technology Services. Supports the development and execution of IT strategies, goals, technology initiatives such Case Management Transformation Project, and operational initiatives. The position analyzes IT programs, policies, business processes, and systems, to develop and implement recommendations to improve operational efficiencies. Leads and supports technology and organizational studies and evaluations, analyzes systems and business processes, and prepares operations and procedures manuals to assist management in operating more efficiently and effectively. May conduct legislative analysis or work as needed. May act as Team Lead or Subject Matter Expert. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS:
- Develops new or modify existing operational program policies, procedures, goals, and
objectives.
- Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; and organizational structure and development.
- Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines, and collaborates with division management to plan and evaluate internal functions, program activities, business development strategies, and technical processes to ensure business needs are met.
- Implements operational change management plans and drafts corresponding communications.
- Researches new or improved business and management practices for application to agency programs or operations.
- Analyzes new or proposed legislation or regulations to determine their effect on program operations and management, participates in providing input and consultation related to area of expertise to analyze and track legislation.
- Prepares comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.
- Conducts readiness assessments for change initiatives, analyze results, and report
findings to management.
- Develops solutions to organizational issues and concerns, develops organizational change
strategies and plans, and/or conducts training for implementation of organizational
solutions, strategies, and plans.

Initial Selection Criteria
- Graduation from an accredited four-year college or university. Work experience may be substituted for education.
- Two years of experience in policy development, legislative work, strategic planning, or organizational change management.
- Excellent written communication skills as demonstrated via application and resume.
Preferred
- Experience working on large-scale IT or system modernization projects.
