Brief Job Description:

The Texas Department of Family and Protective Services (DFPS) is seeking a Business Analyst for a full-time position within the IT Department's Application Development team. This position is a Business Analyst Lead role and will report directly to the Business Analyst Manager. 

As a Business Analyst Lead in the Systems Development Resources team, this position will perform advanced (senior-level) business and systems analysis work that involves gathering, developing, and documenting user requirements, and reviewing and assessing business processes and tools. The BA lead’s primary responsibilities will be to support the BA and BA manager to ensure the team is providing quality work consistently by ensuring a repeatable framework, process and tools are in place. The position would work with appropriate stakeholders on IT solutions and business decisions to support the organization’s short- and long-term business goals/strategy to ensure they align with IT strategies and project requirements. Good written and verbal communication and presentation skills are required for developing reports and presentations. 

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other Austin offices(s) may be required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs): 

  • Leading, Mentoring & Evaluating (50%) 

    • Oversees Business Analyst work to ensure quality standards and stakeholder needs are being met.  

    • Mentor Business Analysts to ensure DFPS IT processes for delivering project and production support work are clearly communicated and expectations defined.  

    • Coaches Business Analysts to address standards and expectations that are not being met.  

    • Review and comment on complex project deliverables.  

    • Reviews existing processes for improvement opportunities or implementing new processes.  

    • Identify training opportunities for staff and provide training as needed.  

    • Facilitate or lead team wide virtual and in-person meetings.  

    • Collaborate with leadership across other functional teams.  

  • Administration (35%) 

    • Assist with screening, interview and selection process for potential BA team new hires and contractors.  

    • Assist with resource allocation and time management for team.   

    • Perform and/or assist with on-boarding of new staff.  

    • Tracks project deadlines for deliverables that are assigned to Business Analysts.  

    • Tracks production maintenance deadlines and deliverables assigned to Business Analysts.  

    • Organize, edit, and communicate release notes for distribution to the agency at large.  

    • Monitoring and approving time submitted by staff.  

    • Ensure status reporting by staff is completed and summarize overall status of team.  

  • Business Analysis Activities as Needed (15%)  

    • Works with stakeholders to understand their technology needs and issues in performing their day-to-day work.  

    • Conducts work sessions with users and project team members to document requirements, develop use cases, and/or technology solutions.  

    • Assists project team members with analysis and interpretation of user requirements.  

    • Participates in systems analysis as needed.  

    • Analyzes program policies and business practices to provide recommendations and ideas for addressing technology requests, needs, and solutions.  

    • Develops presentations for Business Analyst Manager and App Dev Director to report on metrics gathered.  

    • Creates, edits, and maintains technical documentation for current and future applications e.g., technical reference manuals and production control manuals.  

    • Assists, and may train, users within programs with user acceptance testing activities as needed.  

    • Develops Story Mapping or Use Case documentation.  

    • Works with developers to interpret and provide clarification on requirements or user stories as needed.  

    • Participates in release activities and application development implementation activities.  

    • Develops and coordinates other special projects and performs other duties as assigned.  

 

Knowledge, Skills, and Abilities (KSAs): 

  • Knowledge of Business Analysis key concepts, elicitation and collaboration, strategy analysis, solution evaluation, competencies, and techniques.  

  • Knowledge of a project lifecycle  

  • Knowledge of Software Development Life Cycle (SDLC) and high-level system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and programming client/server applications.  

  • Exceptional interpersonal, presentation building, meeting facilitation, public-speaking, writing, editing, and proofreading skills.  

  • Ability to research, understand, and summarize key and abstract ideas and when applicable, suggest recommendations from those findings.  

  • Strong analytical and critical thinking skills.  

  • Ability to identify and address issues and opportunities  

  • Ability to identify and mitigate key issues affecting the progress of an organization and present solutions.  

  • Working knowledge of productivity software including Microsoft Office Suite to include MS Word, Excel, PowerPoint, MS Project, SharePoint, Visio and/or SQL.  

  • Demonstrates excellent organization skills, e.g., defines and organizes tasks, responsibilities, and priorities.  

  • Ability to develop documentation that maps and illustrates processes and develop framework for process improvement.  

  • Demonstrated experience in expressing technical and business concepts and conclusions orally and in writing.  

  • Ability to lead others.   

  • Effective mentor to junior level staff including providing feedback on peer-reviewed documents and feedback on meeting facilitation.   

  • Ability to analyze business processes and develop business cases for new or modified customer-related products and services.  

  • Skilled in problem root cause analysis and negotiating problem resolution.  

  • Ability to analyze and interpret program and technical information including regulations, policies, and business rules to aid in DFPS IT program goal and priority setting.  

  • Ability to estimate project effort and timelines.  

 Registrations, Licensure Requirements or Certifications: 

  • Scrum Master or Scrum Product Owner certification is a plus but not required. 
  • CBAP or similar Business Analyst certification is a plus but not required. 

Initial Screening Criteria: 

  • Bachelor's degree from an accredited college or university. Business analyst or related experience may be substituted for education on a year-for-year basis.  
  • At least three (3) years’ experience performing in the role of a Business Analyst. 
  • At least (1) one year's experience in leading Business Analyst either as a lead BA on a project or as a team lead.
