Brief Job Description
This position reports to the Deputy Director of the Purchased Client Services (PCS) division and performs highly advanced (senior-level) business analysis work within PCS and Contracts Oversight and Support (COS). Work involves overseeing contract management applications and systems by gathering, developing, and documenting of user requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; the performance of post-implementation support of systems; and support of the systems development life cycle. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

  • Serves as the primary liaison to identify, troubleshoot, and create IT solutions to contract management applications and systems.
  • Approves and oversees the development of division of the enterprise level IT project proposals, cost estimates, charters, requirements and testing deliverables, close out deliverables, quality assurance documents, training plan/deliverables, communication plan/deliverables, risk and decision registry and data/reporting project documents.
  • Provides input and oversight of the compliance of validation requirements.
  • Represents the division on the development and delivery of IT solutions through the analysis and documentation of business processes, requirements and specifications.
  • Develops processes and procedures; generates internal and external data reports; and conducts data analysis.
  • Ensures changes to processes, manuals and tools are communicated appropriately to internal and external stakeholders.
  • Provides feedback on existing applications, is involved in application maintenance once development is complete and works on upgrades to applications and systems.
  • Provides quality assurance-related consultation to users and/or provides oversight of projects, assignments or special initiatives.
  • Develops and completes project plans, work breakdown structures, time schedules, risks and issue logs, and action/decision tracking logs.
  • Project manages division input during the development of contract management applications and delivery of IT solutions.

 

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources; and project management principles and practices.

Skill in business analysis methodologies; analyzing and evaluating complex information technology applications, policies, and issues; and developing creative and workable solutions to complex problems and issues.

Ability to analyze and interpret technical information including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to exercise sound judgment in making critical decisions; to communicate effectively; and to supervise the work of others.

Knowledge and experience with concepts and usage of Java, Oracle, Angular, Spring Boot, Microservices, JUnit, Mockito preferred.

Initial Screening Criteria:

Experience in business analysis work. Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred.

Four years of experience working within the DFPS IT system OR four years of general IT experience.

Two years’ experience in data, business process, or information analysis preferred.
