The Texas Department of Family and Protective Services (DFPS) is currently seeking a Data Analyst IV for a full-time position within the IT Operations team of our IT Department.

The Data Analyst IV works under the supervision of the IT Operations Data Management Team. This position performs highly complex (mid-level) database development work. The work involves coordinating the planning, development, maintenance, and monitoring of integrated database systems; evaluating and reviewing database policies and procedures; and maintaining data integrity. This position interfaces with DIR, other Health and Human Services agencies, the outsourced network provider, the data center service provider, and other entities to implement, maintain, and support the technical platform of the agency. The Data Analyst works with the IRM team in support of application development and maintenance efforts. This position should have knowledge and understanding of data warehouse dimensional modeling as well as modern data platforms such as Databricks and should be able to leverage ETL tools and frameworks to design, maintain, and optimize data pipelines.

This position is 100% teleworking within the state of Texas and requires that the candidate maintain personal wi-fi and webcam capabilities during work hours to perform their duties. This position often works outside normal business hours, nights, and weekends. This position may require occasional onsite work as needed.

Essential Job Functions (EJFs): 

  • Works with stakeholders to understand their technological needs and issues in performing their day-to-day work. 
  • Collect, clean, and integrate data from disparate sources using ETL processes and modern data engineering tools.
  • Build, manage, and optimize data pipelines using Databricks and cloud-based big data environments.
  • Apply Master Data Management (MDM) practices to ensure data consistency, quality, and governance across domains.
  • Analyze large datasets to identify patterns, trends, and actionable insights; prepare reports, dashboards, and visualizations for stakeholders.
  • Work closely with IT and business teams to define, document, and implement data architecture standards and integration processes.
  • Collaborate on the development and maintenance of data models, both logical and physical, that support analytics and operational needs.
  • Assist in developing and documenting procedures for data ingestion, transformation, storage, and retrieval.
  • Ensure compliance with data security, privacy, and quality standards.
  • Provide guidance and training to team members on Databricks, MDM concepts, and ETL best practices.
  • Support continuous improvement of data workflows, including performance tuning and automation.
  • Assist in the design, documentation, and implementation of processes and procedures necessary to backup, save, retrieve, and recover databases in support of development teams and from hardware and software failures.
  • Assist in database performance monitoring and implementation of efficiency improvements.
  • Provide proactive and reactive database management support and training to development teams and other database customers.
  • Work together with development teams, architects, web/java developers, database administrators, system administrators, business analysts, and other team members in performing work tasks.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Knowledge of relational and non-relational database systems, data modeling, and SQL programming.
  • Knowledge of Databricks architecture and notebook-based analytics workflows.
  • Knowledge of MDM concepts and tools for managing golden records and enterprise reference data.
  • Knowledge of ETL/ELT tools (e.g., Informatica, Talend, Azure Data Factory, SSIS) and cloud-based data integration platforms.
  • Skill in building, maintaining, and troubleshooting data pipelines.
  • Skill in creating dashboards and visualizations using tools such as Tableau or Power BI.
  • Ability to identify and define data requirements and transform them into actionable technical solutions.
  • Strong problem-solving and critical thinking skills applied to complex data challenges.
  • Ability to communicate effectively with both technical and non-technical audiences.
  • Knowledge of database structures and theories, current database technologies, and data analysis techniques
  • Knowledge of the principles, practices and techniques of computer programming and systems design.
  • Skill in providing responsive and effective customer service.
  • Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports.
  • Skill in advanced trouble shooting.

Initial Screening Criteria: 

  • Graduation from an accredited College or University with a degree in computer science, computer information systems, management information systems, or a related field. Work experience may be substituted for education on a year-for-year basis.
  • Preferred: Five (5) Years’ full-time experience in data analysis, data integration, and ETL processes.
  • Preferred: One (1) Year full-time experience with Databricks and cloud-based analytics platforms.
  • Preferred: One (1) Year full-time experience programming Oracle SQL/PLSQL and Unix shell script.
  • Preferred: One (1) Year full-time experience of MDM principles.
  • Preferred: One (1) Year full-time experience with at least one major ETL tool or framework and a modern visualization platform.
