GENERAL DESCRIPTION:
THIS POSITION IS HEADQUARTERED IN AUSTIN BUT MAY BE FILLED ANYWHERE WITHIN THE STATE OF TEXAS.
Performs highly complex (senior-level) business analysis work for Statewide Intake (SWI) on IT projects by serving as an SWI Subject Matter Expert (SME) for DFPS applications used for case management (i.e., SWI IMPACT, Legacy IMPACT, IMPACT 2.0) as well as call center operations applications. This position will serve as an advocate for SWI stakeholders as the agency continues planning for and implementation of a new case management system.
Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, leadership, and other relevant parties. Work also includes gathering, developing, and documenting user requirements; reviewing, assessing, and developing SWI business processes and requirements; creating and validating user acceptance testing; performing post-implementation support of systems; representing SWI in IT-related meetings; and providing ongoing support throughout the Software Development Life Cycle (SDLC) and call center solution implementations.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May serve in a lead role.
ESSENTIAL JOB FUNCTIONS (EJF):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Gathers, analyzes, and documents user requirements, business processes, and problems to automate or improve existing systems; elicits and documents business needs for new systems.
Analyzes program policies and procedures to determine their effect on automated systems and system functional areas. Develops and/or reviews complex system documents to convey business requirements and support efficient system design. Develops, documents, and revises system design procedures, test procedures, and quality standards.
Serves as a liaison by providing consultation, documentation, and direction to other areas with regard to analysis, design, configuration, testing, and policy implementation within all systems. Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas. Coordinate with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work.
Identify a project’s potential risks and difficulties and design strategies to mitigate or avoid them. Facilitate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation. Develop the design and/or review of test cases; processes change requests; and manage a project’s scope, acceptance, installation, and deployment.
Participates in user acceptance testing and testing of new system functionality. Develop training curricula and conduct formal training sessions covering assigned systems modules.
Monitors the maintenance and enhancement of routine computer systems to ensure proper functionality. Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems. Consult on the analysis of an application, troubleshoots system problems, and implements solutions.
Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives. Review complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners.
Ability to oversee and/or supervise the work of others. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel may be required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the Business Analysis Body of Knowledge (BABOK),
Knowledge of Project Management Body of Knowledge (PMBOK) and Project Management Life Cycle (PMLC) methodologies and PM principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
Working knowledge of Software Development Life Cycle (SDLC) and high-level system design methodologies, techniques (entity/relationship models, data / process flow diagrams) and concepts; object-oriented programming and of programming client/server applications.
Working knowledge of Agile and Waterfall system design, development, and deployment methodologies.
Working knowledge of productivity software including Microsoft Office Suite to include MS Word, Excel, PowerPoint, MS Project, SharePoint, Visio and/or SQL.
Knowledge of the DFPS cost and size estimation process, to include determining timelines.
Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.
