The Human Trafficking (HT) Division supports the DFPS mission to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. The HT Division Administrator reports to the Director of Human Trafficking (HT) and provides the division with operational, programmatic and management support. The HT Division Administrator assists the Director in overseeing the expansion of human trafficking initiatives (intra-agency, inter-agency, and cross program) statewide for the various populations served by DFPS. This position oversees the daily operations, and activities of the division with a focus on Care Coordination and Commercially Sexually Exploited Youth Advocate Agency statewide efforts. The Human Trafficking Division Administrator will supervise the work of others and develop guidelines, procedures, and policies; schedules, priorities, and standards for achieving established goals across the state. 

 

Performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

Manages day-to-day activities of staff in a business function(s), division(s), or department(s).

  • Provides comprehensive operational, programmatic, and management support to the Human Trafficking (HT) Director by contributing to the development, implementation, and monitoring of strategic plans. Oversees project management for key initiatives, ensuring alignment with organizational priorities. 
  • Directly supervises assigned Subject Matter Experts (SMEs), promoting accountability and productivity by establishing clear goals and expectations for both team members and new initiatives to support continuous improvement and successful outcomes. Maintains a strong understanding of the job duties of each team member and completes timely annual evaluations.
  • Oversees the Program Specialists working with statewide Care Coordination Teams and Commercially Sexually Exploited Youth Advocate Agencies by managing performance and ensuring productivity of direct reports.
  • Ensures all activities are carried out in compliance with applicable policies, procedures, and laws.
  • Manages assignments and tracking for the HT team. Manages time, leave, travel, and other administrative duties for the HT team.
  • Provides feedback to team members regarding their job performance and abilities.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

  • Plans, prioritizes, and performs training, research, policy and program goals and assessments, and administrative activities for the development of improved practice and service delivery across the Human Trafficking continuum, to include evaluation activities.
  • Establishes processes to ensure systems are robustly survivor-informed, victim-centered, trauma-attentive and evidenced informed, to support HT prevention as well as the identification and increase support for youth who are trafficked.
  • Develops evaluations for reports and tracking.

 

Confers with executive management to develop strategic plans and long- and short-term goals for the department.

  • Manages short-term and long-term high-profile initiatives that require active project management, oversight and evaluation of division and agency functions.
  • Meets with HT Director for strategic planning and updates. Participates in executive level meetings and workgroups to assist with determining goals and plans.

 

Develops and implements techniques for evaluating business function, division, or department activities.

  • Assists the Director in overseeing the expansion of human trafficking initiatives (intra-agency, inter-agency, and cross program) statewide for the various populations served by DFPS by supporting the development, implementation, and monitoring of strategic plans. Leads project management efforts to ensure timely and effective execution of intiatives. Represents the agency in task forces and workgroup meetings, providing subject matter expertise and promoting alignment with organizational goals. 
  • Identifies, researches, develops and implements initiatives that can address the various and individual components of the Texas Human Trafficking prevention and/or diversion framework.
  • Develops tools for consistency in HT evaluation. Shares feedback with management and field.

Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary.

  • Evaluates, manages and monitors Overtime and Travel for HT team to ensure expenditures do not exceed budget.
  • Participates in workgroups for conferences and training, within budget allotments and makes travel budget adjustments as needed.
  • Plans, develops and participates in workgroups on purchasing to ensure HT budgets are on track.

 

Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.

  • Collaborates with internal and external stakeholders and cross-functional teams or workgroups to develop, manage, and evaluate program services, guidelines, procedures, policies, strategic initiatives, and activities to support comprehensive child welfare response to human trafficking and exploitation.
  • Evaluates, develops, and assesses functionality for policies and procedures related to DFPS Human Trafficking initiatives.
  • Works with Statewide Intake, CPI and CPS Policy teams to provide guidance and feedback for policy edits and new policy.
  • Oversees and evaluates Memorandums of Understanding (MOUs) reviews to provide feedback and ensure DFPS mission and HT goals are applied.
  • Evaluates work products to ensure compliance with policy and procedures. 
  • Provides case feedback and guidance as needed on open and closed investigations and child welfare cases.

Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

  • Develops written responses to requests for program information and/or reports for internal and/or external stakeholders.
  • Manages Human Trafficking Division processes for Memorandums of Understandings with other agencies statewide and nationally and prepares management and productivity reports.
  • Tracks compliance with policy, procedure, and remedial orders. Oversees tracking of Program Specialists activities.
  • Ensures content, quality, and appearance alignment with DFPS Mission and HT goals.

 

Identifies areas of needed change and makes recommendations to improve operations.

  • Identifies trends and patterns on a monthly basis and provides feedback to HT management through analysis of work products, data reviews, and tracking systems, barriers, successes and trends can be identified to inform recommendations for process improvements.
  • Analyzes data to determine areas of improvement and develops improvement plans.
  • Research models of service and programs for victims of trafficking – anti-trafficking and child welfare requires research-informed practices to improve outcomes. The anti-trafficking field is complex, ever-evolving so operational support and recommended changes requires research in models of service and programs for victims of trafficking.
  • Compiles and analyzes information from partner agencies to ensure a victim-centered approach in delivery of services through analysis data received from partner agencies who serve DFPS youth, areas in need of change can be identified and to improve operational processes as well as outcomes.
  • Identifies the need for new programs or change to existing programs and makes recommendations for internal and/or external stakeholders to establish comprehensive system improvements and manages the coordination, development, and implementation of corrective measures for in-state systems.

Provides technical expertise and guidance regarding questions related to the business function, division, or department.

  • Oversees technical assistance support and tracking of the HT division. Supports staff by being available to answer questions and provide guidance. Provides notification and trains staff on policy, procedure, and tools used in work.
  • Collaborates with DFPS staff, partners and community stakeholders including but not limited to: law enforcement, city/county/state government, advocacy agencies, and faith-based organizations.

 

May oversee the implementation of changes resulting from new legislation.

  • Analyzes state and federal laws, regulations, and proposed legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding; assists in responding to legislative and external inquiries and requests.
  • Provides feedback to CPI Director of Legislation team on any legislative inquiries or proposed legislation.
  • Works with the Statewide Intake, CPI and CPS Policy teams to review changes and provide recommendations.
  • Works with Leadership to implement changes via notifications, trainings, meetings, etc. 
  • Ensures compliance with legislative requirements by tracking and/or review of work product.

May oversee special investigations, program analyses, research studies, and internal audits.

  • Assists the Director of Human Trafficking in the supervision of staff in analyses of program performance, service and operations to include risk and compliance activities and the preparation of report findings and recommendations to improve outcomes for children and youth, and organizational systems.
  • Completes special projects, research and audits related to HT as assigned.

 

Supervises the work of others.

  • Manages and ensures productivity of assigned direct reports. Direct supervision of subject matter experts for Care Coordination for Commercially Sexually Exploited Youth (CSEY) and Advocate Agencies for CSEY.
  • Develops goals and expectations for staff. Familiar with job duties of direct reports. Completes annual performance evaluations for direct reports. Ensures compliance with policy, procedure, and law.

Knowledge, Skills and Abilities (KSAs):

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience may be substituted for education on a year to year basis.
  • Experience in the management of a business function, division, or department relevant to the assignment.
  • At least Five (5) years full-time consultative, supervisory, managerial, professional or technical work which must include:
    • Analysis of work problems having an administrative aspect and interpretation of complex material; or
    • Planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved. 
  • Experience with child abuse and neglect and/or human trafficking related practice and/or policy preferred. 
  • Current DFPS/SSCC employment.
