Brief Job Description
Performs highly advanced (senior-level) managerial work within the Office of Finance providing direction and guidance in operations and planning pertaining to federal funds management. Oversees the development of federal funds and best practices. Provides consultation to the Budget Director for Federal Funds, Forecasting and Client Services pertaining to federal funds operations, and coordinates with agency divisional and executive leadership to implement fiscal policies, programs, and procedures. Provides subject matter expertise, performance metrics and data regarding federal funds operations to agency and division leadership and develops program improvements. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions
•Manages and directs the development and implementation of federal funds policies, procedures, and best practices for federal cost allocation including.
•Directs the planning and coordination of major budgeting activities of the Federal Funds team, including assisting with federal budget reporting ,state plan request ,the Legislative Appropriations Request, and Annual Financial Report.
•Identifies policy or programmatic conflicts with funding sources and identifies changes to avoid noncompliance,
•Oversees implementation of improvements related to federal plans and funding.
•Establishes and implements long-term program performance, policy and program goals and objectives consistent with the agency’s mission and strategic plan.
•Develop, review, and/or approve federal applications and budgets.
•Monitor federal spending and provide guidance on allowable expenses.
•Recommend changes to allow for maximum utilization of funds.
•Assists Budget Director of Federal Funds, Forecasting and Client Services with providing oversight to ensure compliance with agency and fiscal policy meeting state and federal requirements.
•Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
•Represents the agency at business meetings, hearings, legislative sessions, conferences, or on boards, panels, committees, and intra-agency and external workgroups.
•Oversees the preparation and dissemination of budget reports, studies and information relating to federal funds and federal cost allocation operations and programs.
•Reviews results of internal audits, forecasts and other research studies pertaining to federal funds and the RMTS to provide direction and guidance on financial operations to foster efficient and effective delivery of financial services to the agency.
•Reviews and approves financial planning documents, as well as monthly and annual financial reports pertaining to federal funds and the RMTS.
•Provides subject matter expertise, performance metrics and data regarding federal funds and RMTS operations to agency and division leadership and develops program improvements.
•Develops processes to address critical agency needs and to maximize the use of federal funds.
•Plans, assigns, and supervises the daily activities of professional staff with responsibilities for the development, monitoring and modifications assigned program budget areas. Establishes goals and standards for the team and develops measurement tools for determining progress for meeting goals/standards. Tracks, monitors, and reports on staff workload to Director and leadership. Recruits, hires, coaches, and counsels’ employees. Performs other HR functions.

Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in business, public administration, accounting, finance, or a related field is generally preferred but not required. Work experience in federal government grants and programs may substitute for the required education on a year for year basis. Prior management experience is preferred. Requires a minimum of three years of relevant experience in public administration, grants management, finance, or a related field.
