Brief Job Description:

The Data Analyst IV position performs moderately complex (journey-level) data analysis and data research work. Work involves conducting detailed analysis of and extensive research on data, providing results, and monitoring and implementing data quality. The Data Analyst IV analyzes and synthesizes complex contracting data and performs reporting from multiple systems by using business intelligence software. Data is used to analyze and trend areas of improvement, construct data-based decisions and agency support, and enhance controls to mitigate contract risk to further promote contract management integrity and accountability. This position will develop and enhance reporting methodologies to assess agency contract and monitoring processes and recommend improvements to policies and procedures to increase efficiency during implementation of a new contract and grants management system. The position assists with managing, maintaining, enhancing, and training on contract data systems and processes. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position will also be responsible for providing guidance to other data analysts

Essential Job Functions:

Analyzes data using standard statistical tools, methods, and techniques and interprets results to identify significant differences in data. Creates, analyzes, and evaluates information and translates it into easily understandable and concise documents and presentations for diverse levels of agency staff. Creates databases to organize and quickly retrieve data/ad hoc reports. Consults with internal and external customers to identify user needs. Interacts routinely with stakeholders. Develops and maintains relationships in a manner that is customer service oriented, supportive and solution oriented, responsive, thorough and timely to meet organizational needs. Identifies and leads improvements to systems through workgroups and projects to include providing consultative services and technical assistance in the planning, implementation, and management of contracting initiatives. Collects, queries, analyzes, and prepares data requests using various (CAPPS Fin., SCOR, IMPACT, Salesforce) data systems and tools (Webi, SQL, Tableau and Databricks) for contract related reporting and financial expenditures. Provides accurate and timely reports to ensure compliance with Legislative Budget Board (LBB) reporting, Vendor Performance Tracking System (VPTS) reporting, and expenditure-based reporting. Creates complex data queries using multiple data sources. Identifies and interprets data patterns and trends and assesses data quality. Develops statistics and trend analysis and summary reports to inform the agency of contracting efficiencies, risk, and opportunities for improvement for data integrity, data-based decisions and improvements of contract management activities. Cleans and prunes data to discard irrelevant information. Ensures data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; cleans and prepares data, as necessary. Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. Produces and maintains data visualization reports in an easy to understand format that supports decision making, identifies opportunities for efficiencies, risk management, and continuous opportunities for systematic improvements. Works with contract data to provide accurate and timely reports to ensure compliance with agency, State and Federal reporting requirements. Creates strong data visualizations using Tableau or other data visualization tools. Assists in defining, developing, and implementing data standards. Participates in the development of agency contract policy to ensure the proper application of agency data standards are supported through policy language and references. Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. Performs quality assurance reviews of contract reporting activities through analyzing data for integrity to assess compliance, identify best practices, increase accountability, and recommend improvements to contract policies, procedures, and tools. Implements databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. Leads the development of tools and activities to ensure contract accountability and agency compliance with policies and procedures; the collection, recording, and analysis of contract data from diverse sources; and makes recommendations for continuous quality improvements to support contracting areas. Knowledge and understanding of relational database design and data systems architecture. Assists with managing, maintaining, enhancing, and training on contract data systems and processes. May establish and maintain standard work procedures governing the appropriate use of data. May participate in development of user manual(s) or job aids. Participates in the development of agency contract policy; developing and revising guidance, procedures, and tools for contract personnel to ensure the appropriate use of data. Performs related work as assigned. Performs other duties as assigned to maintain and support Contract Oversight and Support operations.

• Ability to use the Microsdows Suite of products including Microsoft Word, Microsoft Excel, and Microsoft Outlook, and other business intelligence software.

• Must have an aptitude for details.

Registrations, Licensure Requirements or Certifications:

Registration or Licensure Requirements: Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) preferred. CTCM is required within 18 months of start date. CTCD is required within 24 months of start date.

Initial Screening Criteria:

5 years of experience in data analysis, research, compilation, and/or reporting work. Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is generally preferred. Experience and education may be substituted for one another. Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) preferred.

This position is eligible for a hybrid telework schedule based on agency policy and supervisor approval. Office location may vary based on location of successful candidate.
