Brief Job Description:
Performs advanced (senior-level) financial analysis and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment
The Financial Analyst III position performs advanced (senior level) fiscal monitoring, and technical assistance work related to the fiscal oversight of Single Source Continuum Contractors (SSCC).
This position has specific responsibility for monitoring the financial aspects of the SSCC contracts. Work involves review and analysis of financial processes and systems, analysis of complex financial information and data, preparing reports and correspondence regarding fiscal monitoring findings, providing technical assistance, and recommending remediation requirements to the SSCCs when applicable.
This position must be able to effectively work with and professionally communicate with multiple professionals; internal to DFPS as well as external partners.
Essential Job Functions (EJFs):
Coordinates the development, analysis, and review of financial data and applicable business, financial, and/or regulatory plans.
• Oversees the review, collection, organization, analysis, and preparation of financial information and reports regarding the SSCCs.
• Monitors the financial aspects of SSCC contracts by monitoring Purchased Client Services (PCS) spending versus annual allocation and alerts CBC leadership and SSCC for potential shortfalls and by monitoring Exceptional Care spending and alerts CBC leadership and SSCC for potential shortfalls
• Reviews and analyzes financial processes and systems regarding the SSCCs by reviewing all accounting manuals submitted with Requests for Application (RFA) to determine if sufficient controls and processes are present and reviewing all external audit reports to identify any findings that may be related to deficiencies internal control processes
• Analyzes complex financial information and data, prepares reports and correspondence regarding fiscal monitoring findings, provides technical assistance, and recommends remediation requirements to the SSCCs when applicable.
Coordinates and oversees third-party financial reviews, including the accumulation of data, financial modeling, reporting, and monitoring of responses.
• Oversees and coordinates financial studies, audit reports, financial statements, and analyses of other financial information to develop findings, recommendations, and strategies to mitigate financial risks.
• Reviews and analyzes service usage of each SSCC system to determine trends and identifies areas of strength and weakness by comparing actual quarterly utilization of Blended Rate care days with the forecasted utilization to identify anomalies and outliers
Administers financial processes and systems developed to oversee financial or other regulated entities.
• Develops and administers the overall financial oversight structure for all SSCCs in support of the CBC model
• Develops procedures and tools to support managing and administering the financial aspects of the SSCC performance
• Utilizes current state and federal guidance, industry best practices and standards related to performance-based monitoring
Develops and maintains comprehensive sources of examination-related policies and procedures.
• Develops and maintains a repository of fiscal oversight tools, policies and procedures using agency SharePoint site.
Integrates conflicting programmatic and financial objectives into recommendations for agency management.
• Prepares program/financial reports and correspondence to communicate differences in objectives. Assists in bridging the differences between fiscal and program objectives.
• Interfaces with agency Finance in analyzing and developing payment rate models that provide adequate SSCC funding while maintaining consistency with legislatively appropriated funds.
Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
• Develops and maintains the payment tracking system by maintaining and managing the input to a complex multi-tab Excel file that uses information from IMPACT, CAPPS FINANCIAL to reconcile all payments made to SSCCs
• Creates reporting templates, technical assistance guides and tips sheets by using expertise in Excel to design input documents that feed the manual, off-line databases (e.g. Payment Tracking System and others TBD) and provide reliable and repeatable data transmission methods
• Analyzes SSCC fiscal performance and effectively communicates the result by assisting in completing the quarterly review of SSCC financial statements by calculating relevant financial metric for publication in periodic fisca reviews
• Prepares and submits accurate manual payments by completing the monthly Grant Payments and the monthly Resource Transfer Payments
• Analyzes and reports SSCC expenditure data and cost patterns by preparing quarterly analysis and comparison of SSCC Cost Reports for presentation to DFPS Leadership
• Ensures compliance with procedures and laws by collaborating with DFPS Finance, Foster Care payment discrepancy meetings; and provides documentation after thorough review of data as needed.
Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations.
• Uses the Texas Administrative Code (TAC), Uniform Grant Management Standards (UGMS), and Office of Management and Budget (OMB) Circulars to ensure compliance with state and federal regulations.
• Provides technical assistance to help SSCCs and CBC staff understand statutory requirements.
• Communicates any statutory non-compliance to supervisor
May supervise the work of others.
• Supervises and provides work assignments, clear direction and information on responsibilities and work performance expectations to staff.
• Manages employee time and leave responsibilities and carries out other related human resources activities with program staff.
Performs related work as assigned.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of financial analyses and examination procedures for regulated entities, financial and industry terminology and practices, and statistical analysis.
Skill in the use of a computer and applicable software, and in data modeling.
Ability to administer financial processes and systems; to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to communicate effectively; and to supervise the work of others.
Education and Experience
Graduation from an accredited four-year college or university. (2 years of relevant experience may be substituted for each year of college). Experience must include 5 years in fiscal monitoring or auditing relevant to contracts, regulatory, or fiscal compliance of large Government contracts.
