Brief Job Description:
  

The Texas Department of Family and Protective Services (DFPS) is seeking a Business Analyst for a full-time position within the IT Department's Application Development team. This position is a Business Analyst II role and will report directly to the Business Analyst Manager. 

The BA II will perform complex (journey-level) business analysis work that includes coordination of the gathering, development, and documentation of user requirements, facilitation of work sessions with functional staff and project team members to capture and document requirements, and review and assessment of business processes to ensure requirements meet the customer needs. The BA II develops user acceptance testing scenarios, coordinates testing activities with customers, and validates testing results. Good written and verbal communication and presentation skills are necessary to succeed in this role. 

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other Austin offices(s) may be required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs): 

Business Analysis & Process Improvement 

  • Works with stakeholders to understand their technology needs and issues in performing their day-to-day work. 
  • Conducts work sessions with users and project team members to define, elicit, and document requirements or user stories 
  • Performs gap analysis and recommends solutions.   
  • Develops Story Maps, use cases, and business process workflows 
  • Develops or helps with documentation to support project or defect management success as needed 
  • Participates in systems analysis to support defect resolution and propose application design solutions. 
  • Analyzes production defects and understands urgency based on severity level of defect reported. 
  • Analyzes program policies and business practices to provide recommendations and ideas for addressing technology requests, needs, and solutions. 
  • Assists user acceptance testing activities including coordination with, training of, and supporting users 
  • Works with developers to interpret and provide clarification on requirements or user stories as needed. 
  • Works with test team to interpret and provide clarification on requirements or user stories as needed. 
  • Assists with change request documentation as appropriate 
  • Maintains current knowledge of policy, procedure, and legislative updates that can affect needs for new requirements and application functionality 
  • Act as subject-matter-expert for assigned DFPS applications 
  • Participates in release activities and application development implementation activities. 
  • Performs business analyst role in a waterfall or agile SDLC framework 
  • Works effectively with team members from other functional areas of ITS 
  • Communicates effectively with stakeholders, team members, managers, and other ITS leadership 
  • Participates in transition of product to operations and maintenance teams by providing knowledge transfer 
  • Participates in and assists with cost estimation of new IT initiatives or Program projects as needed 
  • Performs other duties as assigned 

 

 

Knowledge, Skills, and Abilities (KSAs):

  • Experience in a role demonstrating business systems analysis expertise. 
  • Knowledge of Business Analysis key concepts, elicitation and collaboration, strategy analysis, solution evaluation, competencies, and techniques. 
  • Knowledge of a project lifecycle 
  • Knowledge of Software Development Life Cycle (SDLC) and high-level system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and programming client/server applications. 
  • Exceptional interpersonal, presentation building, meeting facilitation, public-speaking, writing, editing, and proofreading skills. 
  • Experience researching, understanding, and summarizing key and/or abstract ideas and when applicable, suggest recommendations from those findings. 
  • Strong analytical and critical thinking skills. 
  • Knowledge of productivity software including Microsoft Office Suite to include MS Word, Excel, PowerPoint, MS Project, SharePoint, Visio, and/or SQL. 
  • Demonstrates excellent organization skills, e.g., defines and organizes tasks, responsibilities, and priorities. 
  • Demonstrated experience in expressing technical and business concepts and conclusions orally and in writing.  
  • Able to work independently or as a member of a team. 

 

Registrations, Licensure Requirements or Certifications: 

  • Scrum Master or Scrum Product Owner certification is a plus but not required. 
  • CBAP or similar Business Analyst certification is a plus but not required. 

 

 

Initial Screening Criteria: 

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Experience may be substituted for education on a year-for-year basis.
  • At least two (2) years’ experience in Business Analysis OR at least four (4) years’ experience as a DFPS employee.
