Job Description:
The Budget Analyst IV performs advanced budget preparation and financial analysis work. The work involves the analysis of operating budgets; the compilation of statistics and reports relating to budgetary activities; providing support as needed in preparation of required reporting and operating budgets; and providing technical advice and assistance to program staff on budgetary matters. The Budget Analyst IV works under the direction of the Budget Manager with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:

Coordinates budgetary activities and the preparation and analysis of routine financial reports for designated departmental programs.

Provides budgetary consultative support at the department or program level, including but not limited to reviews and analysis of trends and variances. Identifies any unusual financial activity to confirm accuracy of information.

Assists with the coordination, interpretation, and clarification of financial and budget polices, procedures, preparation, and reporting.

Prepares, reviews, and analyzes cost estimates for exceptional items and program initiatives in coordination with program staff.

Provides ongoing budget management to ensure financial resources are allocated in the most efficient manner to best support services and to maintain expenditures within approved levels.

Reviews and adjusts budget and expenditure projections in accordance with established guidelines.

Performs budget liaison functions by serving as the primary point of contact for designated program areas and responds to program inquiries and issues timely and professionally.

Provides support to designated programs on budget and statistical reports illustrating FTE and funding levels, current expenses and projected trends, and ensures active positions align with authorized levels.

Researches, analyzes, and prepares reports and/or charts related to internal/external non-routine requests as required.

Conducts timely review and approval of purchase requisition forms to ensure that forms have appropriate division and program activity codes, which may include correction of Vouchers, Requisitions and Purchase Orders (POs) with active budget errors.

Reviews, initiates, collaborates and/or prepares Expenditure Transfer Vouchers (ETVs) to correct payroll/salary expenses, paid FTEs, or non-salary expenses as needed.

Performs other duties as assigned and may be required to maintain unit operations.

Registration or Licensure Requirements:
None.
Initial Selection Criteria:
Graduation from an accredited four-year college or university with a Bachelor's degree in finance, business, auditing, accounting, or related field of study OR four years of related professional experience in budget preparation or analysis, financial reporting, performance reporting, or statistical analysis or reporting.
Additional Information:
An in-basket exercise designed to assess Excel skills will be administered as part of the interview process. Flexibility in work hours, including overtime and/or extended hours, may be required for this position.
