Brief Job Description:

Mgr IV APS Contracts Division Administrator

This position reports to the Deputy Director of PCS Contracts and is responsible for managing the Adult Protective Services (APS) contracts division which is responsible for grant benefits funds and contracts throughout the state. This position supervises the work of professional staff who are housed statewide. The position will consult with staff to ensure timely, professional and efficient services are provided. This position interacts routinely with the community, contractor stakeholders, PCS staff and APS staff. There is a need to work under general direction with considerable latitude for the use of initiative and independent judgment.   

 

This position performs highly complex consultative services and technical assistance work. The work involves planning, developing, and implementing a major agency program and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public. The position requires the ability to study and analyze financial and programmatic operations, present reports, and present possible solutions to any anticipated problems. This position is responsible for developing initial management response to program areas pertaining to contracts. There is a responsibility to implement plans, which increase productivity, accuracy and cost reduction. There is responsibility to manage a variety of work functions with minimal guidelines.

  

Essential Job Functions (EJFs):

  • Oversees the day-to-day management of the APS Contract Managers statewide. Manages and develops staff through review of performance data, consultation, training and performance appraisal. Is Responsible for the hiring and selection of new staff, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave.
  • Organizes, plans, directs, and manages the program to achieve agency/program objectives and to determine compliance with regulations, policies, and procedures.
  • Directs, manages and reviews for compliance with all applicable federal and state laws, and agency policies and guidelines.
  • Reviews and evaluates information on service delivery systems, methods, outputs, and activities. Identifies gaps in resources and recommends improvements. Provides guidance to staff in the development and integration of new methods and procedures.
  • Participates in program planning, development, and implementation. Participates in development of statewide policy, procedures, and tasks. Prepares recommendations and justification for changes in policy, procedures, rules, regulations and/or program guidelines. Reviews and analyzes financial and programmatic operations and problems and facilitates implementation of procedural and policy changes. Develops the unit’s policy and procedure.
  • Makes consultative/supervisory visits to public and private agencies involved in the program and to field offices to discuss work problems, provide technical assistance, and/or interpret policies, tasks and procedures.
  • Prepares or oversees the preparation of a variety of administrative reports and studies.

Registrations, Licensure Requirements or Certifications:

This position will require a Texas Contract Manager Certification (CTCM) within 18 months of assuming the position.   

 

Initial Selection Criteria:

At least two years of experience contract development, contract management, contract evaluation, contract monitoring, training of contract providers, or Texas Department of Family and Protective Services and at least two years of supervisory experience of professional staff. Graduation from an institution of higher learning with bachelor's degree. Experience with APS and/or APS Contract Management preferred.  

 

Additional Information: 

The position will be required travel to meet with staff in the Regions and to Austin for meetings. Salary will be calculated according to DFPS salary policy.   

 

This position has the potential for full-time telework position and may be housed statewide.
