GENERAL DESCRIPTION 

Performs managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and setting goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS (EJFs)

1. Directs program activities and/or business functions within a department(s) or division(s).

  • Directs the daily operations of assigned programs and business functions to ensure alignment with agency priorities and performance expectations.
  • Provides leadership and oversight to management staff responsible for program implementation, service delivery, and operational outcomes.
  • Ensures coordination across departments and stakeholders to achieve strategic objectives and operational efficiency.

2. Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.

  • Establishes performance measures and evaluation methods to assess program effectiveness and operational outcomes.
  • Analyzes data, trends, and performance indicators to identify opportunities for improvement and innovation.
  • Recommends and implements process improvements based on evaluation findings and organizational needs.

3. Develops and establishes goals and objectives consistent with the agency’s strategic plan.

  • Develops division goals, priorities, and performance targets that support agency strategic initiatives.
  • Communicates organizational objectives and expectations to management teams and stakeholders.
  • Monitors progress toward established goals and adjusts strategies as needed to achieve desired outcomes.

4. Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.

  • Develops and manages program budgets to support operational needs and strategic priorities.
  • Reviews and approves expenditures to ensure fiscal responsibility and compliance with agency policies.
  • Monitors funding requirements and financial performance to ensure appropriate use of resources and adherence to funding guidelines.

5. Develops policies, procedures, and guidelines; and implements and monitors compliance.

  • Develops and maintains policies, procedures, and operational guidelines to support consistent program administration.
  • Ensures implementation of policies through communication, training, and operational oversight.
  • Monitors compliance with applicable laws, regulations, standards, and agency requirements, taking corrective action when necessary.

6. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

  • Establishes work priorities, project timelines, and performance standards to achieve organizational objectives.
  • Approves operational plans and resource allocations to support program delivery and strategic initiatives.
  • Directs evaluation activities to assess progress, quality, and effectiveness of programs and services.

7. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.

  • Serves as an agency representative in meetings, conferences, and professional forums to communicate program priorities and initiatives.
  • Collaborates with internal and external stakeholders to build partnerships and support organizational objectives.
  • Presents information, recommendations, and program outcomes to executive leadership, governing bodies, and community partners.

8. Reviews and approves management, productivity, and financial reports and studies.

  • Reviews operational, financial, and performance reports to assess program effectiveness and organizational health.
  • Validates data and findings to support informed decision-making and strategic planning.
  • Approves reports and recommendations for submission to executive leadership and other stakeholders.

9. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.

  • Reviews findings from audits, investigations, and assessments to identify risks and improvement opportunities.
  • Evaluates research, forecasts, and analytical reports to guide program planning and decision-making.
  • Provides strategic direction and corrective action recommendations based on review outcomes.

10. Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.

  • Provides leadership, coaching, and guidance to managers and staff to promote effective program operations and workforce development.
  • Ensures staff adhere to regulatory requirements, agency policies, and professional standards.
  • Evaluates organizational performance and addresses compliance or operational issues through corrective action, training, and ongoing oversight.

11. Performs related work as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to maintain the security and integrity of the infrastructure per Governor Abbot Executive Order GA-48.

Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.

Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.

Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate agency policies and procedures; to prepare concise reports; to communicate effectively; and to supervise the work of others.

Initial Screening Criteria

Experience in the management and direction of a program relevant to the assignment. Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.

Supervision experience preferred.
