Job Description:
The Texas Health and Human Services Commission Access and Eligibility Services (AES) Quality Improvement Support (QIS) department seeks two highly qualified candidates to fill the position of Program Specialist V, QIS Training Specialist. This position is available statewide.

The Program Specialist V, QIS Training Specialist, reports directly to the QIS Strategy Manager V. The QIS Training Specialist performs highly advanced (senior level) consultative services and technical assistance. Work involves planning, developing, and implementing major agency program(s) trainings and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the public. Works under minimal supervision with considerable latitude for the use of initiative, independent judgment, and critical thinking.  

       

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF1. Participate in strategic workforce initiatives, internal process improvement efforts, and interdepartmental collaborations as needed.

Studies and analyzes various quality reports, audits, or findings to prepare quality training plans.  Participate in planning and developing specialized training, staff development, and continuing education programs, and customized and technology-based training.  (30%)


EJF2. Collaborate with subject matter experts and leadership to ensure content aligns with program needs and department standards. Research, develop, review, and assess training programs and materials, and recommend modifications as appropriate. (20%)

EJF3: Promotes training quality and effectiveness. Serve as a professional resource for employees and managers regarding training programs and promotes the use of training services. Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures. (20%)

EJF4. Collect data to help evaluate and analyze training needs and training effectiveness. Coordinates and conducts surveys, inspections, or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures. Determines program statistics and trends and resolves operational problems.  (10%)

EJF5. Analyze training content for accessibility; and recommend changes to make content accessible and remediate accessibility issues. Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures. (10%)

EJF6. Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements. Assists management with developing program policies, procedures, standards, and manuals; and planning program activities in accordance with program objective and goals. (10%)

Knowledge Skills Abilities:
Knowledge of SNAP, TANF, CHIP, Medicaid and MEPD programs and policies.
Knowledge of human service programs, policies, procedures, and relevant laws.
Knowledge of public administration.
Knowledge of program planning and implementation.

Knowledge of training procedures/techniques and ability to apply these in curricula and learning objective development.

Skill in presenting to stakeholders

Registration or Licensure Requirements:
None.  

Initial Selection Criteria:

Ability to travel 40% of the time.

A minimum of three years’ full-time experience working with local, state, and federal laws and regulations related to health and human services program, services, and compliance with state and federal regulations (SNAP and Medicaid).

A minimum of two years full-time analysis of work problems or planning, organizing, and coordinating requirements for support services or program operations. 

Experience developing training plans for preventing / correcting problems.

Experience evaluating policies and procedures and identifying areas for improvement. 

Prefer TANF and MEPD program experience.

Additional Information:
Applicants selected for an interview will be required to submit two professional writing samples and give a presentation during the interview.

This position may be filled at any HHSC office where space is available. Two positions will be filled with this posting. This position is telework eligible. Per HHS agency policy, individuals hired for this position that live within 50 miles of their Austin headquarters may be required to be in office three days a week.
