Quality Assurance Specialist III performs highly complex (senior-level) consultative services and advanced quality assurance work. Work involves planning, developing, and implementing major agency program and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. May train, lead, and/or prioritize the workload of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Responsible for participating in the development of quality assurance monitoring tools and standards, as well as the evaluation of quality assurance monitoring visits with regional/unit staff. Quality assurance monitoring visits include: visiting and interviewing wards served by the program, compliance activities, conducting on-line desk reviews, complaint investigations, and annual unit reviews with Guardianship staff. Required to participate in or oversee quality assurance monitoring standard updates, amendments, and changes. Analyzes and monitors the implementation of regional/unit quality assurance plans. Reviews program compliance to ensure state and federal guidelines are followed. 

Essential Job Functions:

30% Quality Assurance

Reviews and documents guardianship information in the Guardianship On-Line (GOLD) database. Participates and/or guides the development of a quality assurance plan, plan renewals, amendments, and changes at the field unit level. Provides orientation, training and assistance to Guardianship staff as required. Assists with evaluating quality assurance standards, including making recommendations to management, establishing need, developing quality assurance instruments, and coordinating evaluations. Interprets and implements policies, procedures, and management operations to ensure consistent Guardianship service delivery.

30% Monitoring

Performs annual monitoring visits and activities. Prepares written Plan of Correction for Guardianship Services units after annual monitoring visits. Coordinates and conducts field and desk reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures. Coordinates the review and evaluation of service delivery system methods, outputs, activities, and trends to identify gaps in resources and recommends and implements improvements to resolve technical problems. Participates in field and desk reviews of contracted Guardianship Service delivery providers as directed.

10% Complaints and Investigations

Conducts complaint investigations of Guardianship Services staff and prepares reports detailing outcome in accordance with federal and state regulations.

10% Policy and Research

Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program. Oversees the completion of and monitors required performance reports and recommends appropriate changes. Coordinates and collaborates with program staff in program planning, development, implementation, analysis, and documentation of agency program. Develops program policies, procedures, standards, and manuals in accordance with program objectives and goals. Evaluates research findings relative to specific projects being developed. Reviews program area functions and operations, identifies areas needing change, and develops plans to improve programs or to address areas of concern.

10% Stakeholder and Program Development Activities

Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures. Conducts training for Guardianship Services staff as appropriate. May analyze the application of and variations within programs to develop action plans for improving or initiating new programs. May prepare and evaluate program budget requests. May train, lead, and/or prioritize staff workloads.

10% Special Projects and Initiatives

Participates in special projects and initiatives for the Guardianship Services program. May act as team lead in developing initiatives upon request. May analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding as directed. Analyzes operations and reviews reports, recommendations, and justifications. Collects, organizes, analyzes, and /or prepares materials in response to requests for program information and reports.

Registrations, Licensure Requirements or Certifications:

Must be or become a Texas Certified Guardian within 12 months of employment and maintain certification every two years. Certification requires passing an exam administered by the Judicial Branch Certification Commission, JBCC, passing an FBI finger-print based criminal history check at time of certification and every two years. Must pass an annual State of Texas criminal history check and a pre-employment criminal history check. Must become a Certified Texas Contract Manager, CTCM, within one year of employment and maintain certification while employed.  

 

Knowledge Skills Abilities:

• Knowledge and/or experience in guardianship, public administration, training, organizational development, management, or policy development preferred;
• Knowledge of local, state, and federal laws and practices related to (preferred):
o the program area;
o public administration,
• Knowledge (preferred) of:
o management techniques;
o statistical analysis processes
o budget processes;
o research techniques;
o training; or
o program management process techniques.
• Knowledge (preferred) of contracting regulations, monitoring standards, and policies.
• Ability to evaluate quality assurance plans and recommend amendments, interpret policies, procedures, standards, and regulations.
• Ability to evaluate the policies, procedures, and standards according to HHSC Guardianship Services program requirements.
• Skill in communicating effectively verbally and in writing with all levels of staff internally and externally to provide technical guidance regarding contract administration, policies and procedures.
• Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to train, lead, and prioritize staff workloads.
• Proficiency in working with computerized databases and standard office applications.

 

 

Initial Screening Criteria:


• Experience in a human service field or related field preferred;
• Experience interpreting policies, rules, standards, or regulations preferred;
• Experience in developing, overseeing, evaluating, or monitoring quality assurance plans;
• Experience in providing detailed written information to program staff;
• Experience in providing training and technical assistance to individuals preferred.
