The QIDP Discipline Coordinator (QIDP DC) for State Office works under the direct supervision of the Director of Clinical Coordination. Work involves planning, developing, coordinating, and evaluating quality assurance/quality enhancement initiatives related to Qualified Intellectual Disability Professional (QIDP) services, Interdisciplinary Team (IDT), assessment, person centered planning, service implementation and coordination of available resources, in alignment with federal regulations and best practices. The position includes State Reviewer (SR) duties which entail reviewing pre-on site and on-site documents, conducting on-site observations and interviews (both facility staff and individuals), calculating scoring sheets and preparing narrative monitoring report comments. Works cooperatively with other divisions and departments, modeling an interdisciplinary approach and ensuring harmonious working relationships within his/her unit among state-office staff and the SSLCs.  Develops and executes a multi-faceted plan for ongoing quality improvement in the area of QIDP services.  Plans and coordinates the use of all departmental resources. Trains and coordinates the person centered process. Provides routine guidance and support to QIDP coordinators.   Oversees the delivery of consultative services and technical assistance related to service planning and implementation to Interdisciplinary Team (IDT) members. Completes an evaluation of a specific individual or a service system and provides recommendations, as needed. Ensures policy and procedures reflect best practices for QIDP services.  Clear and concise verbal and written communication skills, the ability to work collaboratively with other clinical staff, including executive leadership, are essential. Some flex time, overtime, evening and weekend work will be required.  Travel up to 50% of the time to complete SR duties and other assigned duties is required. 

 

Essential Job Functions (EJFs):

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Travels up to 50% of the time to complete State Reviewer duties and other assigned on-site visits.

Serves as State Reviewer. Conducts on-site and remote reviews for designated area of monitoring. Evaluate programs, procedures, and/or processes for effectiveness through a Quality Service Review tool.  Completes evaluation reports after required monitoring and internal review processes.  Prepares and provides reports and data analysis utilizing computer software programs.  Participates in interdisciplinary team review discussions with other State Reviewers to discuss agreements, disagreements, and methodology. Calculates scores and prepares a narrative 15-calendar days after the on-site review. Responds to comments and questions about scores and narratives.

Develops and executes a multi-faceted plan for ongoing quality improvement of QIDP services.  Provides highly complex consultation, training, assistance, and direction to QIDPs, facility directors, assistant directors, state office managers and other divisional staff to assist them in refining and improving the delivery of services in State Supported Living Centers.  Plans and coordinates the use of all departmental resources to ensure needs SSLC needs for technical assistance are met.

 

Provides routine guidance and support to QIDP coordinators and educators to problem solve and address unique individual issues. Plans and conducts monthly conference calls with QIDPs to provide a forum for information sharing and discussion of best practices.  Completes an evaluation of a specific individual or a service system and provides recommendations, as needed.

 

Ensures a well-trained QIDP workforce.  Evaluates training needs, develops curriculum and coordinates training activities.  Analyzes resources and provides oversight to improve or develop aids, tools and other instructional materials to supplement or replace current resources. 

 

Participates in the hiring process of QIDP coordinators and other QIDP departmental staff, as requested, via the facility interview process. Reviews transcripts for QIDP applicants to ensure they have the appropriate educational credentials to qualify as a QIDP, when needed. 

 

Ensures policy and procedures reflect best practices for QIDP services.  Oversees the development of program policies, procedures, manuals, and standards and plans program activities in accordance with program objectives and goals. Participates in analysis, development, implementation and follow-up review of facility management plans, policies and procedures and related activities as assigned.

 

Represents the program area at meetings and leads or serves on various committees and workgroups such as Quality Assurance/Quality Improvement (QAQI) and Mortality Review Committee.

 

Trains, leads, assigns and/or prioritizes the work of others. Ensures assigned staff are trained and equipped to perform their job duties.  Submits performance evaluation timely and accurately. 

 

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or location.

Knowledge of Intermediate Care Facilities for Individuals with an Intellectual Disability (ICF/IID) standards.

Knowledge of program planning for individuals with intellectual disabilities

Computer skills adequate to communicate effectively in Word, Excel, PowerPoint and Outlook, and ability learn similar proprietary software unique to ICF/ID facilities.

 

Registrations, Licensure Requirements or Certifications:

 

Valid Texas driver’s license or ability to obtain it no later than 90 days after hire date, is required. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure.

 

Initial Screening Criteria:

 

Bachelor’s degree from an accredited college or university with a major in psychology, sociology, social work, special education, rehabilitation counseling, or a related human services field such as therapeutic studies (e.g., music, art, occupational, physical therapy), recreation, or a combination of equivalent subject matter. For a related human services field, the transcript must be reviewed for applicable coursework that meets federal guidelines for QIDP designation. At least three years of experience working directly with persons with intellectual or developmental disabilities. 

Three (3) years of work experience in services and programs for persons with intellectual disabilities.

Two (2) years of work experience in planning, organizing, leading, supervising, or coordinating QIDP services.

Experience in preparing concise reports, presentations, plans, analyses, correspondence and other complex documents.

Experience in developing and conducting staff training.

Experience with Person-Centered Thinking (PCT) training and implementation. Certified as a trainer for the Person Centered Training Program is preferred.
