Job Description

The Texas Health and Human Services Commission (HHSC), Community Services (CS) Department, seeks a qualified candidate for the Program & Advisory Committee Coordinator (Program Specialist V) position within the Office of Aging and Disability Resource Centers (OADRC). Under general supervision, this position performs highly advanced consultative, policy development, and program coordination work supporting the statewide Aging and Disability Resource Center (ADRC) program and associated advisory committees.

 

This position serves as a subject-matter expert on advisory committee operations, stakeholder engagement, and ADRC program requirements. Responsibilities include planning, developing, implementing, and evaluating statewide program initiatives; ensuring compliance with federal and state requirements; and providing technical assistance to internal staff, ADRC providers, advisory committee members, and external stakeholders.


The Program Specialist V works with considerable latitude for the use of initiative and independent judgment. Work impacts statewide ADRC operations, policy implementation, and stakeholder engagement.

 

Essential Job Functions

Statewide ADRC Policy and Program Support (25%)

Provides advanced policy analysis, program development, and technical assistance to support the statewide ADRC service delivery system. The individual will independently analyze program performance data, quality metrics, stakeholder feedback, and compliance requirements to identify trends, risks, and opportunities for system improvement. Additionally, they will develop and distribute program guidance, tools, and implementation resources in collaboration with ADRC State Office staff, local ADRC providers, federal partners, and stakeholders from the Health and Human Services Commission (HHSC).

 

Interprets and guides the application of federal and state statutes, regulations, and HHSC policies that impact ADRC operations. The individual will advise program leadership and staff on program requirements, expectations, and policy implications to ensure consistent implementation and compliance across the state.

 

Advisory Committee Operations and Governance (20%)

Coordinates and provides advanced operational, logistical, and governance support for the Texas Respite Advisory Committee (TRAC) in accordance with the Texas Open Meetings Act, relevant statutes, HHSC policies, and enterprise governance standards. Plans, schedules, and coordinates both virtual and in-person meetings; develops agendas and supporting materials; and ensures accessibility to support full participation for committee members and the public. Identifies and resolves issues related to access, accommodations, and participation to facilitate effective stakeholder engagement.

 

Acts as the primary liaison with the HHSC Advisory Committee Coordination Office (ACCO) to ensure the timely and accurate posting of meeting notices, distribution of invitations, and dissemination of official communications. Prepares, maintains, and archives official meeting records, including minutes, procedural manuals, templates, and historical documentation, in compliance with HHSC records retention requirements and audit standards.

 

Oversees the complete solicitation, review, and appointment process for TRAC members appointed by the HHSC Commissioner. Collaborates with HHSC Legal, Web Services, ACCO, and program leadership to ensure compliance with statutory requirements and proper public posting of vacancies and notices. Maintains and updates application materials, evaluation tools, and supporting documentation; participates in review and selection panels; prepares appointment packets, action memoranda, and executive briefings; and supports the presentation of recommendations to HHSC leadership and the Executive Council.

 

Legislative Liaison (15%)

Acts as the main point of contact for legislative inquiries regarding ADRC services. Coordinates responses to legislative requests, analyzes bills, handles information requests, and addresses session-related inquiries, all in accordance with HHSC policies, open government requirements, and established timelines.

 

Guides internal program staff through legislative processes, verifies data and program information, and prepares clear, accurate, and responsive materials for leadership review. Addresses concerns and complaints from constituents regarding ADRC services and TRAC committee matters, facilitating issue resolution with the appropriate HHSC divisions while upholding customer service and transparency standards.

 

Program Operations (15%)

Independently evaluates, analyzes, and resolves complex issues related to the ADRC program that have statewide or multi-regional implications. Assists in the development and revision of program rules, policies, procedures, handbooks, training curricula, and guidance documents to enhance the effectiveness of ADRC operations.

 

Collaborates with ADRC providers, HHSC enterprise agencies, and external partners to implement changes that arise from new or amended federal and state statutes, regulations, or policy directives. Facilitates cross-functional coordination to ensure timely implementation, mitigate risks, and minimize disruptions to ADRC service delivery.

 

Communication and Outreach (10%)

Acts as a statewide representative for the ADRC program by fostering and sustaining strong partnerships with community-based organizations, professional associations, federal agencies, public stakeholders, and other HHS programs. Creates and presents high-quality presentations, briefings, written reports, and technical assistance materials addressing ADRC services, advisory committee activities, and initiatives for ADRC target populations.

 

Prepares executive-level summaries, legislative reports, and leadership analyses to clearly communicate program status, identify emerging issues, and outline policy implications.

 

Supports the programmatic Help Desk by triaging provider inquiries, directing them appropriately, and responding to program-related questions.

 

Reimbursement Validation (10%)

Acts as a key program subject matter expert, overseeing the validation process for provider reimbursement to ensure compliance with grant requirements. This role involves a thorough understanding of program regulations and financial guidelines, ensuring that all reimbursements meet the necessary criteria for allowability. By doing so, the position plays a crucial role in maintaining the integrity and accountability of funding processes.

Initial Screening Criteria           

  • Graduation from an accredited four-year college or university with major coursework in business administration, public health, healthcare administration, or another related field is preferred. Six years of experience working with health and human services organizations or programs will be considered instead of the education requirement.
  • At least two years of experience analyzing or reviewing state and federal regulations.
  • At least one year of experience leading or coordinating meetings across large organizations.
  • At least one year of experience of legislative bill analysis.
