Job Description:
Procurement & Contracting Services is looking to hire a Director III.
This position reports to the Deputy Associate Commissioner for Procurement and Contracting Services (PCS) IT Procurement team. This position primarily performs management of information technology (IT) resources procurement requirements providing direction and guidance to the IT Complex team. Requires a strong background in developing statements of work (SOW) and Requests for Offer (RFO). Works with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state procurement. This position plans, assigns, and supervises the work of others.
Essential Job Functions:
Manages the daily operations of the IT team to ensure services are procured in a timely, efficient, effective and ethical manner. Provides oversight of procurement staff ensuring procurements are issued in accordance with state and federal laws and HHSC policies and procedures. Provides assistance in drafting the solicitations for IT procurements (25%)
Reviews, develops and oversees the implementation of procurement guidelines, HHS policy and procedures such as procurement processing, standard operating procedures,
appropriate purchasing methods, specification writing, and vendor
evaluation. (20%)
Develops and oversees performance measures to ensure procurements are processed in a timely, efficient, and effective manner and in accordance with state and federal laws.
Performance measurement reports include but not limited to procurements processed within established timelines, aging reports. Reviews and approves the reports prior to executive management review (10%).
Identifies areas of needed change through performance management reports, strategic sourcing reports and customer service surveys. Provides input on special projects, such as strategic sourcing for commodities and services within assigned team and makes recommendations for enterprise-wide procurements and contracts. Provides direction and guidance to staff of senior Purchasers and Contract Specialist. (20%)
Reviews the results of internal audits, state auditor audits, CPA audits, federal statewide single audits as well as related to state procurement and contracting and provide direction and guidance to management to formulate management response to audit recommendations. (10%)
Serves as a Procurement and Contracting Services representative at executive management meetings, workgroups, legislative hearings, conferences and seminars. Represents the agency at HUB forum panels and committees. (10%)
Attends work on a regular and predictable schedule in
accordance with agency leave policy. Performs other duties as
assigned including participate and/or serve in a supporting role to
meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)
Registrations, Licensure Requirements or Certifications:
Requires current specialized certification as a current Certified Texas Contract Developer/Certified Texas Procurement Manager (CTCD/(CTPM) and/or a Certified Texas Contract Manager (CTCM).
Knowledge Skills Abilities:
Knowledge of purchasing laws, requirements, and methods and procedures, including: purchasing sources, prices, market factors, products characteristics, and technical specifications;
Knowledge of assigned commodities and services and supply sources;
Ability to work effectively as part of a team and to establish and maintain effective working relationships;
Ability to train others;
Ability to prioritize and schedule, and ability to manage multiple tasks and issues simultaneously;
Strong skills in using personal computers and applications such as spreadsheets and databases and other software systems used in the architectural and engineering fields;
Strong communication skills and the ability to effectively communicate with customers, project managers, and contractors. Communications, both orally and in writing,
Skill in tabulating and evaluating bids, and Ability to conduct negotiations.
Initial Screening Criteria:
Five years progressive experience in purchasing and contracting as a purchaser or contract specialist;
Experience with the use of an automated procurement system/database;
Degree from a four-year college or university with a major in accounting, business or management. Experience may substitute for year of college in accounting, business, and management on a year for year basis up to four years.
