Job Description:
Procurement & Contracting Services is looking to hire a Director II.
This position reports to the Deputy Associate Commissioner for Procurement and Contracting Services (PCS) IT Procurement team. Performs highly advanced (senior-level) managerial work providing direction and guidance to the Information Technology (IT) Services procurement team. Oversees the procurement of IT-related services ensuring compliance with state and federal laws, HHSC policies and procedures, and Historically Underutilized Business (HUB) requirements. Oversee the development of procurement guidelines, policy and procedures, rules and regulations in accordance with state and federal laws. Establishes priorities, standards, and measurement tools for determining progress for meeting goals. Plans, assigns and oversees the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state procurement.
Essential Job Functions:
Manages the daily operations of the IT procurement teams to obtain services using the most applicable and cost-effective purchasing methods, to include both Department of Information Resources related and open market IT purchases, based on laws, rules, policies and established guidelines. Plans, assigns and supervises the work of assigned staff to ensure services requested by HHS agencies are procured in a timely, efficient, effective and ethical manner. Provides assistance in drafting competitive specifications for IT services. (20%)
Identifies procurement-related issues and works with contract specialists, management, subject matter experts, and stakeholders to manage and resolve; responds to phone and e-mail inquiries from requesters and other staff regarding procurements in a timely and customer service-oriented manner. Analyzes information to keep the PCS management informed of deadlines.(15%)
Reviews and provides recommendations to management related to in-flight procurements. Develops and maintains tracking reports designed to ensure procurements are processed timely, and ensures executive management has visibility into the status of procurements. (15%)
Hires, manages, trains and develops staff. Identifies staff development and training needs and consults with appropriate team members in developing training curriculum. Conducts team-specific trainings. (20%)
Develops and oversees performance measures to ensure procurements are processed in a timely, efficient and effective manner and in accordance with state and federal laws. Monitors team output to ensure timely completion of work and compliance with applicable laws, rules, policies and established procedures. Analyzes information to keep management informed. (10%)
Reviews, develops, and revises policies and procedures as needed or directed by PCS management. (10%)
Performs special projects for the division as directed by PCS management. And other duties as assigned, such as participating in or providing support to meet the agency’s disaster response and recovery obligations or Business Continuity Plan activation. (10%)

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Developer (CTCD) certification must be obtained within 6 months of hire
Knowledge Skills Abilities:
Knowledge of state and federal laws and regulations governing state procurement
Knowledge of procurement methods and procedures
Knowledge and/or experience with Texas Department of Information Resources rules and procedures for procuring information resources services and commodities
Knowledge of State of Texas procurement principles and practices
Knowledge of common information technology goods and services procured by state agencies
Skill in working collaboratively with diverse groups
Skill in identifying problems, evaluating alternatives and implementing solutions
Skill in the use of computer and applicable software including: MS Office, MS Project, CAPPS Financials and SharePoint

Initial Screening Criteria:
Three years of experience with State of Texas procurement practices, statutes, rules and regulations. Experience with IT procurements, specifically DIR contracts and requirements, and open market procurements is preferred. Three years of supervisory experience preferred.
