Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist IV. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by performing advance (senior-level) contract enrollment, contract administration, contract management and technical assistance work including establishing priorities, training, and quality assurance for Programs of All-Inclusive Care (PACE), Nursing Facility (NF) and Intermediate Care Facility (ICF) Contracts Unit. Must be able to work in a fast-paced environment, under constant pressure to meet required deadlines, standards, and thresholds.

The Contract Specialist IV will work as part of a team under the direction of the Manager within CAPM.
Under the supervision of the of Contract Administration and Provider Monitoring (CAPM), Medicaid CHIP Services, the Contract Specialist IV performs advanced (senior-level) contract enrollment and administration for the CAPM, Programs of All-Inclusive Care PACE Operations, Nursing Facility (NF) and Intermediate Care Facility (ICF) Contracts Unit. Responsibilities include acting as lead contract manager and enrollment specialist for Medicaid Nursing Facility and Intermediate Care Facility contracts; developing and evaluating a broad range of contract enrollment and administration, and contract management activities to include contract amendments, changes of ownership and contract terminatons. Identifying the need for and assisting with the development and delivery of training; performing quality assurance activities regarding the processing of contract enrollments and issuance of contracts. Ensuring applicants and contractors are in compliance with federal/state requirements. Interpreting program policies, procedures, state and federal regulations on a complex level for applicants, contractors, and stakeholders. Providing technical assistance to applicants and contractors. Completing special assignments as required. Drafting correspondence/reports on a complex level according to designated policies, procedures, state and
federal laws and regulations. Maintaining automated databases and tracking systems as required. Assisting with development and revision of internal contract administration policies and procedures. Mentors other contract specialists and may train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Attends work on a regular and predictable schedule in accordance with agency leave policy. Participates in other contract management activities or special assignments as required. May be assigned additional duties.
Essential Job Functions (EJFs):
Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.

EJF 1 (40%): Acts as contract manager for Medicaid Nursing Facility and Intermediate Care Facility contracts. Serves as point of contact for applicants and contractors. Performs quality assurance activities, enrolling and updating contracts including processing new contract applications, contract updates, change of ownership and terminations. Develops and/or assist with development and delivery of training activities. Prepares routine and special correspondence/reports per designated procedures.
EJF 2 (20%): Maintains automated databases and tracking systems to plan, track and complete required contract activities.
EJF 3 (20%): Serves as mentor for other team members. Provides guidance regarding contract administration, policies, and procedures. Identifies training needs and conducts training.
EJF 4 (10%): Represents CAPM in committees, workgroups and meetings to address significant issues related to development of policies and rules for contract administration. Special projects as assigned.
EJF 5 (10%): Performs other duties as assigned.
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- state and federal laws and regulations relevant to the Medicaid/CHIP programs, and
- contracting regulations, developing contracts, monitoring contracts.
Skill in:

- operating personal computers, and
- in using applicable software, including Microsoft products, i.e. MS Word, Excel, PowerPoint.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment, if not already certified, unless otherwise approved by Supervisor.
Initial Screening Criteria:
A minimum of 1 year of experience in contract management with Facility-based, Waiver or Community-based contracts or 2 years experience as a Texas Works Advisor or Medicaid Eligibility Specialist. Experience in writing or interpreting contracting policy and procedures. Experience with the Microsoft Office Suite.
